Decerease CPU for 250mm rails 5% ( and others)
Increase rail damage 5%
Its better but not quite there imho

Rails should function like artillery and vice versa. The idea of long-range, steady dps, moderate tracking on the slowest base speed ships is not going to be something that is solved with incremental tweaks. Minmatar are perfectly suited to utilize rail attributes where caldari cannot.
I'm not saying rails should be capless, selectable damage types, or anything else. But rails should deliver heavy alpha at a low RoF and tracking. Artillery should have a higher rof, better tracking, and lower alpha. |

^This. Swap projectile to Caldari and Gallante, and rails to Minmatar. Minmatar has now acquired superior technology. |
