Ok guys.
I have read about what people have to say about ships, and the idea i get is :
Level 1 - Frigs / Destroyers Level 2 - Detroyers / Cruisers Level 3 - Cruisers / BattleCruiser / Assault Ship Level 4 - Battleships / Heavy assault ship / Command
This is the general idea i get, however, why ? I do not see the advantage of a Raven apose to a drake. Firepower maybe, i dont know. but i myself cannot see the big hoohaa over the raven. Yes i can see the point in a Heavy assault ship. But why battleships ?

In response to your chart. I don't think I would use and assault ship on a lvl 3. Unless you are fast and efficiently micromanaging the heck out of it, there are a few lvl 3's that would pop you with a quickness. Some cruisers would even be peeled apart by a couple of the more difficult lvl 3's. A heavy assault cruiser or battlecruiser is best suited here. A raven is big and slow, not the best choice for a lvl 3.
Lvl 4 missions are a differnt story all together. A heavy assault cruiser is going to have to be well equiped and well flown. A battleship is the default choice here, and usually a raven for a couple reasons. The damage, missiles are easy to fit buy and fire. Low SP requirements. Combine them with T2 drones and you have a mission mowing machine. When range doesn't matter you don't have to switch setups all the time. You can take down frigates and battleships alike.
Many other battleships can run lvl 4 missions very well, but those are a couple reasons people opt for the raven.

For speed. That 'maybe firepower' can mean completing mission in 40 minutes in Raven vs 2 h in Drake. That's a pretty good reason for piking Raven for lev 4 missions over Drake aint it 
Ofcource there is select few missions where drake does as good job as raven. Mostly those with almost no battleships and big pile of smaller stuff like 'the score' and 'massive attack'.
And as posted above list I would take is
Lev 1 - frigate (interdictor/AF for 'speed running') Lev 2 - Cruiser/AF (interdictor/HAC for 'speed running') Lev 3 - BC/HAC (command ship for max run speed) Lev 4 - Battleship for max speed, Command ship/BC can do but not as efficent
HAC's in lev 4 and AF's in Lev 3 are more for adrealine and entertainment than for serious mission running.

Why a raven? One word: Torpedoes.
Six siege launchers and you can make any battlecruiser or battleship rats hurt. A drake may be able to match the tank, but not the damage output of the Raven.

Well the point is, those are "general ideas", just as you said. The latest tier3 battlecruiser .. drake, harbinger, myrmidon and the fourth one are bad choices for justifying this general rule, and bad choices for disqualifying them, too.
Apart from getting only bonus from one skill, their layout and bonuses get them somewhat closer to the ability of a commandship, rather than to those of previous battlecruisers.
Think less along the lines of drake and myrmidon, and more along prophcy and ferox sort of things, to get the basic idea how that "general idea" appeared.

Hac's are capable of doing lvl 4 missions and command ships just make them easy. However if you want to try something a bit different and don't mind losing one or two ships, try lvl 4's in assault frigs with a few corpies.

It really depends on what race ships you fly and what you are flying missions against.
I have an alt that did all minmatar lvl 3's in a Hawk AF (before they had 4 launcher slots), tier 2 BC's can be good on lvl 4's. Certain HAC's are good for level 4's (think Ishtar, Cerebus). In general, and skill/race/mission dependent it looks lik this:
lvl 1 - Frigate doable, destroyer easy lvl 2 - Cruiser, AF's, BC is easy mode lvl 3 - BC, HAC, some AF's lvl 4 - Tier 2 BC's, certain HAC's, Command Ships, Battleships
For a new player, still working on support skills you can follow a path that looks alot like this:
Lvl 1 - Frigate Lvl 2 - Cruiser Lvl 3 - Battlecruiser Lvl 4 - Battleship
While doing lvl 2's get your medium gun/mod skills to good levels. While doing the level 3's work into BS gun's and mods. Don't be afraid to use t2 mods, most are cheap these days, and you won't lose many ships in missions if you are careful.
