Hello. I was wondering about cargo container stealing. I am currently in Jita and there are some ships that are releasing cargo containers labeled "TAKE IT I DONT NEED IT" and the like. After taking the item, the stealer is blown up. I was wondering if this is legal. I have heard in passing that it is not legal as it is "griefing" (for whatever that means) but I do not see anyone stopping this behavior. If it is not illegal, then I should like to get into this business as I do enjoy blowing people up. Thank you in advance.

Totally legal. If you take from another persons Jet Can, you are stealing (there is even a warning that pops up that says so)
Stealing from another player, as in real life situations, is illegal, and will flag yourself to the player who jettisoned the can, thus allowing him to fire on you with no problems from Concord.

An example of grief play would be the so called "Can baiting" in starter systems. An experienced player drops a cargo container with some items in front of a station in a starter system and waits for a new player to take from it. The new player is flagged and promptly attacked and killed by the owner of the container. Doing the same in starter tutorial complexes is also considered grief play and will not be tolerated.

It's an aggression timer, and it lasts 15 minutes. Kill rights are something granted to you when you are podded due to unprovoked aggression. You then get like 1 week to return the favor on your podkiller without consequences.

Agression Timer - this starts when someone steals a can or attacks in Empire space. It lasts for 15 minutes. It gives you the right to respond to aggression/theft for the duration of the timer. It appears as a yellow timer in the top left of your screen. Your corp mates (player corp only - not if you're in an NPC corp) can help you out.
Kill Rights - if your ship is destroyed WITHOUT FIRING a shot in response, then kill rights are granted for 30 days. This means you have the right to attack the person who destroyed your ship for 30 days. Kill rights appear in the appropriate tab on your character sheet.
If you have an aggression timer or kill rights then you are free to exercise them without CONCORD interference. Aggression timers are a lot more common than Kill rights.
