I think it is. I'd like to carry out my duty against Hulks in hi-sec in NPC corps. You see the thing is I can never get the buggers to aggro on me.
I've heard of people using can-flagging as a method of being able to gank in hi-sec, I've tried stealing (generates no response, I had hoped his drones would auto-attack) and attempting to place my items in his cans. This doesn't work.

It never worked against macroers... people use it against player miners.

I assume you got the icon enabled in your overview settings that marks people with -5 or lower standing so that if someone gets aggro, you'll see if from local chat right away that they get the icon too.
Just flip the cans. Continue flipping them so that there is a lot of ore they'd want to recover. Next you may choose to leave the system or just dock and sit as if you're afk and watch for the icon to appear. If they see you in belts or warping around, they will be to scared to go for it. Most of them have already been ganked. But if they think you got bored and left or that you're just sitting docked afk now (works in systems with few people), they get greedy enough to attempt to retrieve all this ore you flipped. Meanwhile you can go visit some other macroes or real miners in other systems because just sitting there waiting for just one group to aggro is long and tedious.

One other way I know is to sit by thier can with one of your own jetted already. When thier hauler moves into position (tricky part) try to time it so as he starts to remove the ore, you flip it over to your can. I've pulled it off a couple times before and the macro program made them take it from my can instead. I've killed barges in high sec before the Concord came over and beat me to a pulp.
In a 0.6 it requires a gank catalyst..(probably any other destroyer model will do).
Higher, you will need two.
For a hulk...I'd send in five or six. Probably run you under a million to outfit each. And I think best DPS for the buck. Don't bother putting more ammo in than fits in the guns :) Get everyone on team speak, count down and wtfbbqpizzapwn... And don't forget the drones :) Each bit of DPS helps. And pray the sucker is mounting T2 strips. (That, and concord will occasionally go after the drone first... So you might get an extra volley in before concordokken). And pray he doesn't tank too hard of course. (To be extra sure, just add more destroyers)
And one extra guy to scoop the strips if they drop.

it never works on smart miners too...
they just usually take the loss of the can...
but yeah, for hulk it vaires.. some hulk can take up to 23k raw damage before going under. (provided guy have hardeners on but forgot to shield boost..)

forget miners hit the mission hubs get youre scanning skills up loot their wrecks with a frig wait for em to get aggro, if youre lucky and they are in a mutlistage mission, get a BS setup to gank ( motsu and siala and surrounds are full of em) go back in under aggro, try to get 1 of the usual 4 man BS teams aggroed.
ravens are the norm. dont get all 4 aggroed one is enough that way gang buddies cant shoot back
go in jam, scram ECM NOS hwatever and blow em ( they will try to log off so make sure u got warp jammers active)

Been a while but I believe that if in BB and they have drones out for de rats, flipping can and having the MM locked will mean the drones come after u as well, so you'll have a free hit.

The first step in being successful at anything you do in eve is this: leaving KOS as fast as possible.
After you get that sorted, you can concentrate on the more important concepts of Eve, like undocking.
Because I said so...

Perhaps you should look into your own alliance for isk farmers/macro users. KOS is well known for it although whether there are still any in KOS is not known to me right now. Might make them easier to kill too.

This is the best trick, it probably works because there is some kind of database locking-type thing or a duplication bug workaround.
You take the same ore at the same time, first it goes in your can, but since his can has disappeared, and since 2 people can't own the same thing, the database (or something) decides someone must own it, and the macro ends up taking it from your can.
This works best on a genuine AFK macro-hauler. However, many farmers have added tractor beams to the macro controlling the hauler, meaning you have to approach the can that is being tractored towards the hauler, quickly drop your can and flip. It's tricky because you only get one new jet can every 15mins, and the hauler needs to be stationary.
Sometimes the hauler will be supervised by the farmer, and he will take control of the hauler, tractoring the can while flying away from you. When you drop your can he just keeps tractoring his away from yours, until you can't swap the ore out because you are too far from your can, and you can't jet another can of your own. If this happens, settle for stealing all his ore and blowing it up right in front of his face, to cause some entertaining insults in local which you can put in your bio.
So you either need to pick your targets carefully or go for the quantity over quality method - in a shuttle, steal everything from several groups of macros in 2 or 3 neighbouring systems, using the simultaneous-take trick wherever possible. The worst result is you get lots and lots of free ore, if you can be bothered hauling it back to station. The best result is they get confident, and take back your ore, and you come back a few minutes later to the belt to see flashy-red goodness in your overview. Then you get your combat ship (can be a frigate, just make sure you got warp scram) and enjoy yourself.
The drones auto-agroing thing does not work.

Forgot to add -
You can see when the macro hauler is taking the ore from the can, and thus time your stealing, because it is usually in unstacked piles, or at least, there are different types of ore and so multiple stacks.
Select all on his ore, drag to your can's window or the tab of your can's window, but hold the left mouse button until you see his ore going from his can. Release the button as you see it disappearing, some will go into your can, but then will disappear again - taken out by the macro. Flashy red gank ensues.

3x Suicide Kestrel will kill a covetor (killed 2 yesterday and numerous retrievers)
4x OE-5200 (cheapest for the dps) 7.5k scram, small shield extender I 2x bcu costs about 400k or less
We used 3 of them on a mackingaw and it went into structure, but didnt pop :( Thinking of using 3x caracal on a hulk one day
