Any server "failover" usually refers to the primary server experiencing a serious or catastrophic failure of hardware or data such that all of the tasks/load need to be redirected to an equivalently configured backup server capable of taking over. Sometimes this can be done live and nobody's the wiser that it even happened. Sometimes it requires an interruption of service (which is what we seem to have here.) In any event, it's serious, let them work and wish them well. (Seriously, good luck CCP.)

Two copies (or more) of the database are kept in case of a problem - hardware or software. Fail-over is the process of switching to the secondary copy after a fault has been discovered in the primary copy.
