IRL, villages grow into towns grow into cities grow into metropolises. Populations increase, borders change, security forces expand their coverage.
Why doesn't this happen in Eve?
Recently, more regions were 'found' in no sec. All that happened in Empire was travel restrictions, school closures, and job cuts (Gates removed, skill book stations closed, agents moved).
With the ever increasing population in Empire, I think it's quite obvious that not everyone wants to be 'forced' into PvP areas.
The obvious solution is to make empire bigger! Why doesn't it grow? Even the lawless wild west became civilised after a time.

empire does'nt need to be any bigger but it does need resources redeployed, some systems have too much others have nothing to offer.

Maybe. But you also have to consider, many people in empire are new to the game. Empire space will always expand a little faster than 0.0 I think purely because less characters join the 'hardcore' phase of Eve before they've experienced empire for a while and feel confident about going to the deadly areas of the game. Then again, I think 0.0 may start expanding quickly itself over a period of time purely because the more people that come to this game, the more that will inevitably take it to that higher level and occupy 0.0. Win without boasting. Lose without excuse. |

Empire space doesn't grow because low-sec pirates keep the beast at bay.. If anything, empire should shrink since they cannot police the space they claim....

150% more players since I started playing, and hi-sec has remained static in the number of systems. Hell, they even build new jails when the populations rise, rather than just cram them all into the same space!
What is it with the skillbook stations? I missed them saying about that. All I know is I have to got into lowsec to pick up my skills now. Makes as much sense as Waterstones only opening new stores in The Bronx or Compton. ----------------------------------------------- You want soft toilet paper? Go play WoW. Possibly low sec systems will tie Jove space to the rest of the empires, even an amarr enclave up north would cut Geminate and the like in half, that is if not more systems are added in the region.

I've seen suggestions that would let player actions modify the security status of systems. That might be a fun way to handle that, and it would give low sec a purpose.

Perhaps Empire is getting smaller due to the population growth and interconnecting jump gates making crossing the Universe easier.
Possibilities include putting into the hands of the pilots in discovering new constellations in existing regions or new Regions on a rare find from Exploration. Then allow Concord expansion to follow suit. -------------------------------------------- Rules of engagement: 1) You win. 2) No you can't have a cookie.

well anyone who played 2003/2004 remebers in 0.0 you could go a month and never see anyone else. empire was kinda crowded but nothing like it is now. heh we had 3k max players online to.
the empire itself does seem alot smaller to me anymore, guess i just wanna see a huge new area open up :) another 12000 systems would be nice
but back to reality. alot of empire is never used because people new to the game hear the horror storys of the low sec pirates( mosly made up or outright bs) gate camps are rare and those you do see are looking for war targets usually. or a cheap easy 30vs 1 gank.
i hate to add to the lag but a few new like 2000 systems seems like an excellent idea. seems most of the new player growth is in the pve area, so maybe turn catch or one of the npc faction areas into new concord controlled areas. geminate, syndicate,stain even.
u on the other hand id prefer to keep them squished in jita and hope they get ****ed and decide to go invade 0.0 with a allaince they create. alot of allainces may think they can hold there area but some have way more than they can defend easily. empire allainces may want to join up and go take someones space and make room for the next wave of pve'ers because expanding empire without making more lawless room kinda hurts he pvp'ers
OP has a point ccp. more i sit here and type i think he is right
