i am just starting out and want to make my new alt a frigit sized ship specialist so whats better? crow or hawk? i am gonna use it for pvp so tell me the pro's and cons or even a good setup for either....

Crow - Awesome tackler, can stay out of web range. Easy ship to learn
Hawk - Dies to any decent cruiser pilot, is crap tbh.

caldari ships are alright, both have their plus-points, but rocket/misile spamming stuff really doesn't have the dps for pure PvP.
If youa re serious, i'd go Minnie or Gallente. Both have excellent Assault frigates and Interceptors.
Thoguh to answer yoru questiong, AF's are alot mroe forgiving than Interceptors, and i'd say better for general 1-on-1 pvp, where as inties are excelent if highly skilled (both SP and pilot skill. flying != orbit at 11km and pressing f1-f4....) and in the right environment.
My Corp mate lost his last crow but 1 to a ganked up Retriever......

Crow is actually regarded as being the best inty there is (someone will argue for others).
The reason the Crow is so popular is because, unlike most caldari ships (this includes the Raptor), the Crow is actually one of the faster ships in its class, and even its "close range gank setup" is still effective outside web range.
Another good thing is that with standard launcher II's the crow can use precision missles which pwn other inties.
Now the Hawk, on the other hand, is pretty crap tbh. The harpy is pretty much better in every way, assuming you have comparable gunnary skills. The only advantages the Hawk has over the Harpy is a slightly better tank (only if you use a shield booster), and it makes a good anti-inty AF using precision missles.
If you're caldari and want to get into inties, I highly reccomend training for the crow, its an awesome ship. If you want to get into AF's, the Hawk is decent in pvp and is great for pve, but you should really start training up those gunnary skills so you can use the harpy if you want to use an AF in pvp.

Jepp, a better comparsion is crow vs harpy.
Crow is one of the best inties. Harpy is one of the best anti-inties.

In my experience, even the explosion velocity of precision lights isn't enough for the speeds some intys are going at. It might have changed a little after the patch, but I suspect that once that inty is going full pelt in a straight line, missiles aren't going to catch it.
