Been playing a new char for 5 days. It is a miner/industrial char
My attributes are now:
Int 13 points Perc 9 Char 8 Will 8 Memory 18
I have a feeling that I dont have enough in perception as I want to and too much in memory. Should I make another char, or does it not really matter in the long run?

That would be an okay setup for an industrial character, but only okay -- and God help you if you ever decided you wanted to do something else. If I were you, I'd reroll and try to get something a little more balanced.

Hold-on! We have no idea what your base attributes are. Obviously you have trained some learning skills because you total base attributes would be 39 not 56. Tell us which 17 levels of learning skills you have trained then we can tell you how well balanced your attributes are.

Doesn't look bad. Balanced characteristics are good if you don't know what to do. If you have a more or less clear idea of what you'd want to do then there can be better setups.
Learn one of the most important things about EvE: your characteristics only affect skills' learning time, nothing else, nothing more.
So you can learn any skill, and with the same skill levels will perfom equally well than somebody who is equally skilled. With your characteristics you'll rip throught science/industry and most support (engineeing, mechanic,...) skills at ease. Ship and eapons' skills will take longer.
Get EVEMon and play a bit with it, selecting what skills you want to have in some time and with your character values.
But in the end all that matters is that you have fun.
P.D. Another very important thing in EvE is your character name and race/bloodline/sex. This you cannot change. You can change your portrait for another of the same race/bloodline/sex for real life money. And being time based training you'd better know that people tend to get attached to their main characters, so will you.
Have fun.
