Hey, i just started this game a few days ago and i was wondering what skills i should level up first? Right now im in a rifter, using 3 125mm cannons and a rocket launcher for PVE and i plan on going long range later on for pvp? I need suggestions on skills/items/stats im so confused. My main stat is preception and then wisdom.

Train as many support skills till you feel like you can make money and have fun, then train learning skills.

Learning skills take a long long time (at least it sure feels like it when you're just starting out). You can start bringing your learning skills to 1-2 if you want, but only concentrate on them if you already have the skills for a ship & fitting to have fun for a few weeks.

Just take a look at the skill descriptions from the skills posted above, see what you can use the most atm and train it. Then select the next useful thing and train this. There's no "best" way to train skills since people fly and fit differently. Where one might desperately need another 5% armor HP another one might instead rather increase his rocket damage and so on.
And as said above, if in doubt, Cap & fitting related skills are never wrong as they're helping every ship you fly.

Engineering before Electronics b/c your turrets take more grid than cpu.
you can't get traj anal until you get gunnery V so forget that.
don't worry about drones until you get cruiser 4.
Train for a destroyer asap and run level 2's in it.
then go for cruiser, in the meantime, get your small projectile turret to 4.
decide if you want to shield or armor tank and then train for that.
read the forums.
learn how to align to warp before warping. learn how tracking works.
imo, fohget about learning for like a month / 2 months, then come back because now it is much faster than it was to boost your learning. by that time you wont be so green either and this will all make more sense.

I just started the game a few months ago and I can tell you the most fun I've had so far was running lvl 2 missions in the Thrasher. So I'd agree with anyone who says train up destroyer.
Basically, you want something that's going to be fun to play while you figure out what you want to do. So, my development path was:
- Train to cruisers / lvl 2 or lvl 3 missions - focus on gunnery and ship command - Join a corp with fun people in it. See what they do. Ask lots of questions - If you're having fun and see yourself playing a while TRAIN LEARNING SKILLS
By the time your learning skills finish (maybe 3 to 4 weeks) you should have some idea of what you'd like to specialize in. Most likely your team mates will be pushing you to be a tackler or a miner and you'll have added some basic skills as needed.
Pick a path and start training up.

There is no wisdom stat in eve. Do you mean willpower?
