Make it REALLY hard to transport goods from highsec to 0.0.
Why?
That way people living in 0.0 (corps, alliances) would have to produce EVERYTHING there, using resources, giving birth to a new market, creating jobs in 0.0, giving opportunity to industry people to live, work, enjoy doing what they do in 0.0
And many other benefits..

In opposite of what many people think, the more 0.0 is isolated from highsec, the more it will be developed.
It is like its your home, and not just a corner for you to **** at.
While this is true to some extent however in actuality it wouldn't work. There are many items that are needed for R&D and production that cannot be found in 0.0. Add to the fact that the way moon minerals are distributed it would make it almost impossible for people to keep up with manufacturing, also anyone who's not in the north won't be able to produce any t2.
Lastly why this plan won't work, is due to production limits on stations and restrictions on POS production arrays. Added to the fact that corp role system is fail and it would be way to risky to allow many manufactures roles to utilize POSs anyways.
So nullsec production would need a complete overhaul, as well as corp role system especially when it comes to POSs in order for it to work. |

It doesn't matter how much industry moves into nullsec, it will be focused on alliance level production, like it is now. It is a good thing that a lot of nullsec goods come from highsec - because, fact is a lot of high sec materials come from null - it keeps people moving between the two regions, and the smaller time movement (non JF) is interceptable by lowsec camps and gangs if they're smart about it or the hauler is stupid. |

As an opposite from those carebears, from you are not very smart.
First you need to be more specific about how much is "a lot of items", then compare the quantities that are brought in 0.0 with the quantities that are taken from 0.0
Then as the posters right above you said I a much more coherent way, it would be necessary an overhaul change to the distribution of resources in game.
Then there would be items allowed to transport. Vital items for the manufacturing purposes.
And finally I can tell you have no experience whatsoever in 0.0. Cause if you really live/lived there you could understand what im trying to say here, which is not the case. Also bringing the carebrars part in this thread makes you look like a fool. |

It is a good start but a number of other things need to be added for it to be fully effective.
- Drone compounds need to be changed to a bpc or bounty reward system so that high-end mineral mining is valuable enough for players to leave highsec for. - Either nerf mineral compression (eg: increasing the m3 of certain high-mineral items) or make it so that a capital class strip miner is introduced so that mining low-ends in null/low is worthwhile. - Greatly enhance manufacturing capacity of null industry so that local supply can come anywhere close to meeting local demand. Let planets substitute PI materials for manufacturing slots so that if a 'smallholder' wants to strike out on his own he doesn't need to plunk down 30 billion on a station or fuel a POS to get started. |

Don't really know anything about null sec as a nooby carebear high seccer.
But looking it from my side, transporting in and out of null sec is hard, you have to fly the 'badlands' (read low sec) and if you don't know anyone out there then you'll likely get popped before you can explain you just wanted to dock to sell them some nice cybernetic hardware.
Also whats the incentive for indy types to leave there relative safety and risk null sec, more risk certainly but wheres the more isk?
Also in the terms of historical warfare the currnet system works well, you don't build factories on the front line you have to deal with logistical problems etc.
