New to Eve and am now into cruisers. Learning as quickly as I can.
In my nich of the woods I can jump from .8 to .3 in one jump. I like the ability to get into the belts of a .3 system so quickly. For me it lets me mix up things from mining to pirates to limited PvP.
I have no problem PvE. I usually warp out when another player warps into my belt. Still learing the ropes and module combo's for my ship. However; I have recently had my butt handed to me by players who warp in suddenly.
The scenario usually as follows. I'm cruising the belts and taking targets of opportunity. PvE and good mining. Joe Snuffy warps in and boom I am warp scrambled and or webed, usually others come in and pull a dog pile.
For the record I have no problems with this tactic or gate camping either.
However; my question is. Is there a general defense against the warp scram or webbs?
I do have a warp core stabilizer on board although it's the cheapest on the market.

You have to have the warp core stabilizers equipped, but, some points:
1- You have to have a total antiwarp scrambling strength over (or equals to - i don't remember if this equal works as well) the warp scrambling strength that they could throw over you. Bear in mind that the warp core stabiliziers now give you some penalties, cumulative per unit equipped. Or get out of warp scrambling range, that will work too.
2- Vs. webbers, your only choice is to get out of webbing range, NOS the webber till they run out of capacitor or destroy the ship.

How cheap the warp core stab is doesn't matter. All stabs add 1 to your warp strength.
There are two types of warp scramblers, 20k range with 1 point, and 7.5k with 2 points. If they have more points than you have warp core stabs, you can't warp. The only defense, aside from fitting more stabs, is to either kill the scrambling ship or move out of its range (either 7.5k or 20k depending on what they have fitted).
There is no defense against a webber. Just activate your MWD or AB and hope you still have enough speed to get out.
If you are scrambled, webbed enough to keep you from escaping the scram, and you can't kill the offending ship, you lose.
My only suggestions would be to stay aligned towards an escape route whenever possible, and don't linger at the belt's warp-in point.

There is no defense against being tackled.
Fitting a warp core stabalizer renders your ability to fight back, or to fight at all, completely pointless. Even a single arrogator could kill your stabber before you could lock it if you fit a single stab.
They nerfed stabs with Kali (good), but they went way, way overboard with that nerf (bad).

you can try ECM as well thought that was nerfed on most ships too... basically any frig can hold a battleships down for long enough for a fleet systems away to get there...

most of us group pilots now have fun in interceptor, AF and cruiser gangs with the odd BS as firepower - battleships are to exposed solo to be of any use unless youre using a NOS setup
ECM drones take some time ECCM can counter ECM
Otherwise u could try several targetting disruptors and jammers if someone locks onto u gives u enough time to get out of range to warp.
Generally tho its my blobs bigger than youre blob type thing

for the gameplay you seem to be doing right now... i think you can plan on getting ganked in any .3 system no matter what you fit on your ship.
they are probing you out w/ scan probes to land on top of you.
so, what to do? well first step is you need to find a quieter <0.5 system to play in. find a nice backwater system and KEEP AN EYE ON LOCAL. when you see a bunch of ppl hop into system, you need to get safe (dock up, start warping from safespot to safespot) THAT is your best defense as a solo lowsec pilot

Best advice is to keep an eye on local. If you spot someone who looks like someone who might gank you, then warp to a safe spot or station until they leave local. Pirates are easy to spot but opportunist killers may not be, however if you've spotted them in local it gives you a bit more time to decide what to do.
WCs are OK but they use up valuable low slots. Remember if I came across you in my Stiletto I could get 4 points on you and web you. In theory if I fitted 3 out of my four mid slots with tech 2 scramblers, I could get 9 points and I wouldn't need a web anyway. I only use stabs when transporting ships to get away from opportunists at gates etc, and if you're ever thinking of going out into 0.0, then watching local is what you live and die by.

Well, thanks alot guys. Great live saving information and will be used immediatly.
I hope to be able to move out into low sec or join a corp in another month or so. Like I said; just getting my feet wet and this was a big hurdle.

As stated above, moving to a quieter system and checking local often are your best defence.
Something simple the others didn't mention: when you warp into a belt, move away from the warp-in point straightaway. If the hostiles are scan probing you or using covert ops then it won't help, but being 50km away from the warp-in point will give you a few seconds warning if they're just cruising the belts.

Great advice, but hard to follow until you learn a couple tricks.
Drag your local chat window out of the stack with your corp and alliance chat. Make it really tall and skinny -- you don't need to read the smack in local, you just need to see the character portraits. Now turn it invisible by clicking the little round button on the window title.
Now that you can see 20+ people at once, you need a warning system. You can either use your buddies list (bad guys will have a glowing green dot on them) or set standings to negative. When you see someone you think is a risk, right click their portrait and add to buddies.

The above posts are all good advice. My personal advice to you is to join a corp w/ 0.0 access, as you stated. This will give you access to even better ores and spawns than what you find in .3. You will also find that you will be interupted less in 0.0 and should also be recieving intel on any hostile gangs moving in your direction. _______________________________________________

So you are new to EVE and already venturing into the the dark and dingey alleyways, you are getting smacked round by pirate gank parties and yet you dont whine.

K first off since your in a cruiser always stay aligned to a planet, station, belt or whatever so you can insta warp if someone warps into your belt. Secondly you can have the directional scanner open and keep pressing it every 10 secs to see if something new pops up on your scanner. If it does hes prolly about to warp in on you. You could set scan range a bit shorter so you dont get passing travellers from gate on your scan.

Do you know how to set up your overview? There are some good bits of advice in the forums (I don't have the link handy) on how to go about setting up a custom setting for ratting that minimizes things that aren't either 1) Rats or 2) (potential) enemy ships. Saving that as a custom setting and using it when you are in combat can save you having to scroll through a long list on your directional scanner.
Get out of the 0.3 next to a 0.8 system, go a bit further in. Find a place where local only has a few people at a time with a station. This way you will have a much easier time monitoring local. From experience I can tell you that the areas that are right next to high sec space are really really fertile places for pirates so you probably don't want to be there. You want to be somewhere where pirates get noticed (and where you won't unless a roving gang happens upon you).
Keep your excellent laid-back attitude. This will let you keep your cool and stand you in good stead in the long run.
