Possibly a small boost/incentive to battleships "unused state" -> which really means its not the current meta. BUT, you could tweak the Target Breaker to not break the lock of the user allowing it to be rather useful.

You mean the Target Spectrum Breaker?
Which is frankly **** regardless of if it breaks the users lock?
The one which only breaks a portion of the people locking it, but doesn't prevent them from relocking?
And that takes up a valuable midslot that could otherwise be used with a tank mod, or damage application mod? |

Unless I've missed something it breaks all the locks, not a portion. The problem is it only breaks the locks some of the time, it's an ECM like RNG, except 'strength' is based on the number of locks on you, and the 50% success chance is somewhere in the 20's of people locking you if I remember right. Meaning the module is useless for active tank ships since there is no way active tank is surviving that many (Ok, Maybe Double ASB Vargur in Bastion might), and it's always useless for Buffer tank since it breaks the logi reps.
If it didn't break your locks, and they moved the ratio of locks needed for decent success chances lower it becomes possible to use as an active tanking battleship. Unless they make it not break same fleet locks at least it will always remain useless for buffer. |

You missed something. It breaks locks, and the percentage of locks that it breaks increases with the number of people locking you. But even with 200+ people locking you it only breaks maybe 70% of them. Including your logi.
And those 70% in a large fight are free to immediately relock you without delay. It's not a jam. It's a lockbreak. There's no 20 second timer they have to wait. Reclick the broadcast, relock the target, a few seconds lost.
Useless on a fleet shield BS because the extra buffer you could have had is far more valuable than momentarily breaking half the locks on you once every very long cycle.
Useless on an fleet armor BS because it uses a slot that could otherwise be filled with the valuable Tracking Computer or Omni Links.
Useless on a non fleet BS because of the scaling percentage rendering it barely useful at low number of people locking you and it taking away a utility midslot likely required for tackle or ewar.
The common denominator on these is not "Wow I wish I could shoot while I break a few of their locks, that would make it useful"

The best possible buff to this would be a 3 step process.
1. Have it not break the locks of the person using it 2. Have them not break fleet member locks 3. Any ships that have had their lock broken by this module should have their scan resolution cut by 50% while attempting to relock only the target that broke their lock for around 10 seconds. To clarify, the 50% scan resolution penalty should only apply while relocking the ship whose lock was broken by the target breaker. If the person attempts to lock a different target, it shouldn't have any penalty to it's scan resolution.
Lowering the average to make you look better since 2012.

remove number 2
and make it like the ecm burst so more things can fit it but only BBs can do it w/o the lock breaking
