There was a thread a wee while ago that discussed NPC AI. In my experience, enemy ships have done little more than fly up to optimal range, orbit, and pound away with heavy guns. Occasionally you'll get jammed, or webbed.
(Bear in mind that I've only ever run a few L4 missions, and most of my experience is in L3 at the moment.)
I've not seen drones from NPC ships, and I've never been NOS'd by an NPC ship.
What other tactics could these ships use, given the range of tools available to players? Do we need to see an upgrade in NPC AI?

the serpentis as a pack at belts all spread out to form about a 20km circle going in each direction if soloing it can be mildly annoying.
So CCP do work on the AI intermiterly but really NPCs are there for harvesting and using resources to PVP

Well, yes... but making them clever could feasibly add a lot to the game without detracting too much from available (game mechanic) resources.

I have been nossed by Blood Raider NPCs before, Prophecy and Maller hulls.
However, they seemed to have only one nos fitted, and used only one laser at a time. I was in a HAC at the time, and they had forgotten to fit plates and hardners, so I was left uncertain as to whether they had even fitted an armor rep.
Their tactics appeared to revolve around attempting to maintain a 7km orbit.
You can laugh at this sort of thing for a while, but after grinding Fed Navy to +9.96 and half a dozen other Gallente corps to +7 or +8 standing, I'd rather trade. At least you really can do that AFK.

Try this: when the NPC have reached their optimal and start to orbit you, look at them with the zoom camera and see what direction they are flying. Then fly a parallel course. They will all begin to parallel you at their optimal, making their transversal zero and your wrecking shots numerous and easy.
Not very smart.
