The Inq is just talking out of their *** as usual.
Direct3D10 (DirectX 10) will only work on Vista since the whole driver structure has been rebuilt from the ground up. This means XP or older operating systems never will be able to run it.
DX9.L as in DirectX 9.0 Layer is just an enhanced version of Direct3D9 and part of Direct3D10 to make Vista backwards compatible with DirectX 9 software.
So to sum it up DX10 software will never work on XP.

So to sum it up DX10 software will never work on XP.
If Wine can run DX10 games and Wine is ported to Windows XP then yes, DX10 would work with XP

For the lazy, this is the relevant bit in the wine article regarding dx10:

So much for MS's "uber" changes to dx10. Tis' why I learned a looong time ago to take MS with a grain of salt with ANYTHING they put out.
It should be pointed out here that the wine folks are programmers and not industry flacks. This quote was from the wine conference, and it wasn't even at the top of the report, rather just more bits of information. ----- ------------

As for the dx10 issues, I still point to what Elfiger linked and my 'snip' a few posts back for 'hope' in the dx(fill in the blank here) speculation. ----- ------------

I got eve running on the final release of Vista now. And it works OK.
Need to keep an eye on the refresh rates on those PC's with dual SLI cards, as it seems to be not running as smooth as I like. But then that might be down to the bugs in the display driver or DirectX 10 drivers.
Yes the final release of Vista does have direct X 10 on it.
