Cruiser: Blackbird Battleship: Scorpion Indy (: Badger Mk II
As for modules, it all depends on the situation. Best thing to do is to get a buddy to test it out with. You can also test it on Chaos

Then Griffin (Caldari) is your best choice I think, with 4 Med slots.

All the Races have good Electronic Warfare frigets Griffen whit 4 slots and 2 missles slots for defence. Minmatar have extra fast EW ship and I don't know about the Gallente and Amarr EW frigets exept that they have 3 slots.

I have a grffin and a malus (galente ew frigate) and they both suck. There are frigate pirate corps out there that evidently do this well but I have no idea how (check out posts by socks?) Even with BS level skills your power grid is like 25-30 and your cap is crap which means you cant really sustain damage for too long. And with 1 low slot on the griffin its gonna be hard to modify. I personally think (Lentia prepares to be flamed) for the money an industrial ship gives u the biggest bang for the buck. U can pick up a bestower for 250K and its got 4 mid and low slots, and any good cruiser is gonna set u back a couple mil. p.s. love your character pic

Get on chaos and play with modules there. Its probably the best way to learn electronic warfare without losing millions of isk for making a mistake.

With frigates you need to work as team to achieve something with EW. Check the mercenery frigates thread in crime and punishment, there are some tactics mentioned there.

A frigate can run one EW module without too much trouble. That means half a dozen frigates can hit a ship with 6 jammers (plus a web and scrambler or two) while they chip away at the shields and armor. Frigate EW is strictly a group activity since you don't have the cap to run 3 jammers.
Another interesting choice for EW is the Badger II industrial ship. Better shields and armor than a frigate, plenty of slots, and more cap... plus the look on their face when an indy jams them!
Or just join the 99.9999% of the galaxy flying Blackbirds and Scorpions...

True, the Badger mkII can be used effectively as a ew backup, but dont forget to but some sensor booster on it, since the lock time is around 9 secs.

A lone griffin is more than capable in taking on a cruiser on it's own. I could target jam any race (as long as the setup was correct) and run a scrambler while dealing out good damage with missiles. It wasn't always a garunteed kill, some good fortune was required but it was more than possible. The biggest problem was I usually ran into one race's ship with the wrong race specific jammers onboard

Caldari ships are designed solely for PvP and the Griffin is no exception. Assuming that you have other Griffins flying with you, you can each fit 3x ECM for a specific type of sensor and lock down anything you come across. Put a power capacitor relay in the low slot to keep your modules running. Put a warp scrambler on a few of the ships and webifiers on the others. Use the best missiles you can. Keep in mind that heavy drones and Friend-Or-Foe cruise missiles will simply crush you.
Expect losses, but if you take out a 5 million isk cruiser you can afford to lose roughly 15 Griffins in the process and still come out ahead. If you take out a battleship, well...
