So, the real answer to that question requires a tap and an analyzer (Wireshark or another "sniffer" type product). Filters must be applied and foundation concepts like the TCP three-way handshake must be understood.
Oh - and you need to get permission from CCP as this can fall under the Computer Misuse Act if you don't.
Or else - as you say, you can use the in-game key combinations. I am aware of my own ignorance and have checked my emotional quotient - thanks for asking |

when my internet was down (100Mb D \ 2.5 Mb U) I used my cell phone to connect instead and eve worked perfectly. On the other hand my cell internet package gets up to 15Mb D speeds. Military experts put the bandwidth usage at over 9000.
I find that without a good mob to provide one for them, most people would have no mentality at all. |

I'm no Blokeland law expert, but you only need to see what's coming into and out of your computer on a per-packet level, not inspecting the contents of those packets, which are crypted anyway. All you need to do is set Wireshark to filter on stuff coming from and going to CCP's IPs. From a networking POV, this is Public (with a capital P) information.

Why would a law affect you in monitoring your own network traffic in your home network?
On the other hand you are propably right, its a british law where they don't even have freedom of the press... |

I wanted to know why the use of a packet sniffer would be needed to calculate the amount of bandwidth used by eve online. |

I've played EVE while tethered to my mobile phone.
Gameplay requires very little traffic. However updates are a problem. I avoided updates by checking the server version before launching, and if there was an update, downloading the full client via an alternate network. |
