The devs (forgot who exactly), did say in Vegas that new regions were going to be added in the northwest, which would be above Cloud/Outer Ring.

Jove space isn't opening in Kali.
It was already said by the devs at the las vegas convention that the big cluster of regions in the north east was to open with kali :P --------

There are the usual 3 conquerable stations per region in those 7 regions in the RMR data export.

I have a theory. Since jump-capable ships came out, there is now a defined distance in light years between each pair of systems.
CCP have also released a raw version of the database some time ago, which includes the spatial coordinates of all systems.
IF two systems, one of them in Jove or Polaris space, are close enough, it might be possible to warp the (2000AU?) between them, providing you have a warp point.
So what's needed? First, a computer program to mine the data to find two such points. I am not enough of a computer geek to write such a thing, although it shouldn't take too much work. The program may take a long time though - there are a lot of pairs of systems to check!
Second, someone with astrometrics 5 to fire off some Observator probes and see whether something in the target Jove/Polaris system shows up on the results. It would probably also help if someone in a ship that can run a cyno field can warp the (probably very long) distance.
Once you reach the target point, send in the fleet!
Bear in mind that if CCP have set up some way of getting there, then they have probably hard-coded an exception to the normal rule that you can't get from one system to another in normal space.
Of course, this could all be total BS.

Different systems can be on different nodes, and I don't think you can swap nodes by just flying through space. The background scenery of every system is different also, when would that change? Not gradually anyway, because it is a fixed background image.
So I think you'd just be 2000 AU away from the nearest celestial in the same solar system

Shin Ra is not refering to Jove space. If you notice on the eastern part of the map there is a big section of regions that are not connected to the normal map with stargates. They already have a full stargate network within those regions however. The area is right above the Great Wildlands, and if you use the sovreignty setting you'll notice that it is definately not Jove space.

More regions next to Fountain, Or and Cloud. Since theres only 1 layer of 0.0 regions on that side of the universe where all the other sides have 2-4.
