So I arrive at the station and check the task.

I have run into that as well. I bet they are listed as a 'storyline' agent right? Basically they will periodically send you one of those messages, you do some BS mission for them, and then they become unavailable until they message you again, probably for another BS mission. Eventually they give you a major mission with a major pay-out. I believe the big one I ended up doing involved transporting a bunch of big containers to a bunch of stations, requiring me to go through and even dock in 0.4 or lower space. The final pay-out was an implant that I sold for about 800,000 isk, and a time bonus of 200,000 isk or so.

maybe they could add another mission like a spy has been comprimised head over to XXX and pick him up and when you get to his location you get a few faction ships chasing you back to the drop off point
