I see all these people talk about the BPO lottery...
k so I know what BPO's are, but what exactly is this lottery? do you have to pay some ISK to take part in it? or do random players in EVE just get it when looting some NPC (like lottery = random drops)...

Tech 1 BPOs you purchase from the market in various regions (some ships, given their price, are only really sold in their home regions...for example, Minmatar Mothership BPO in Minmatar space).
Tech 2 BPOs come from a "lottery" associated to R&D agent Research points (RP). Over time these points accumulate and each "point" is more or less a "lottery" ticket. It is usually coined this way because it is completely random who the bpo goes to. (Some might argue this isn't the case) ---------------------------------------------- Persona non grata |

so the more research you do the more chance of receiving Tech 2 BPOs?

Yes, its a raffle. More tickets = higher chance. -- Proud member of the [23].

So we new players will always have to compete with older players? When my RP raises so does theirs and thus I will always be one step behind. Think ive found the first flaw in EVE-Online, it took me a while...
Any reaffirming words that Im wrong that I can read somewhere? Please direct me :)

When you win a BPO and you accept the offer, all your RPs from that agent go to zero
So no that's not an issue.
As long as you pick a research field that isn't saturated, you'll have similar chances to everyone else. -- Proud member of the [23].

1) Get lots of standing with a research corp.
2) Find a research agent using people and places/show info on the research corp. Recommended level 3 or preferably 4 before you bother. Higher level = more RPs, vastly. Quality is very important too. This is why you need lots of standing.
3) Show info on the agent you want, and choose a research field. Get this skill up to the agent's level, or preferably level 4.
4) Talk to him, start your research project. Research Project Management lets you have more than one agent. -- Proud member of the [23].
