A pilot of this has sunk more time in, relatively, ad is less specialized than a gallente using drones or another amarr who'd retained the race's focus on laser turrets. It's an "off-class" ship and should have some extra "love" to make it more attractive for that reason.

Amarrians might carry a drone here and there, but there's only one Amarr hull that's designed/intended to be primarily a drone boat, and it's this one. Anyone piloting this boat is spreading out their skills instead of specializing, and doing so is somewhat inefficient.
It's the same reason that a lot of minmataar pilots complain about how their ships require dual skill training in turrets and missiles, whereas other pilots can specialize in one weapon type (say, amarr == lasers/gunnery skills) and be much better at that one thing than the minmataar pilot is at either, so that the matarri pilot can end up doing significantly less damage for an equivalent SP investment.
Same general principle here. If you take Amarr ship skills high enough to pilot this thing -- cruiser V (not battleship) -- and also train the drone skills this boat needs, you won't use those drone skills with any other Amarr cruiser or frigate, and you won't use those Amarr ship skills with any other drone boat. So it makes sense for this ship to have a little bit of extra "edge" to it to make up for that extra bit of skill requirement.
Frankly it may still have that "edge' even post-dronebay nerf, just because nos'ing is nifty. But the argument holds.

Yeah, and I saw a gallente use a laser once, so saying "most gallente ships aren't laser platforms" is clearly just crazy talk. . .

I agree, the khanid have gotten the shaft for so long, besides, the curse is far from as uber as everyone thinks it is. My scorp is gonna pwn those curse so bad, especially with T2 cruise. _______________________________________________
