I've been doing solo lvl 4's in a domi for a while now without too much difficulty, but it's a slow thing and was thinking of going in an Ishtar instead... but would the reduced firepower just end up slowing me down more? Which ship would you guys fly?

Ishtar = Equall fire power with stonger tank then the domi. Drone boats dont need guns
I use an ishtar myself as it is by FAR better then my domi. ------------------

drone boats don't need guns no, but in pve they don't hurt I'm running 6 heavy pulse II on my domi which is a pretty noticeable boost to dps... And is the tank on the ishtar really that much better? My admittedly very rough calculations gave me roughly twice the resists with half the rep power, so about the same tank (ofc i could buy faction med reps and improve that... faction large are a bit harder )

we ran a bunch of lvl 4s last night(as a group, mostly corp. some alliance members) to pass time
my ishtar tanked a couple of them, I was laughing at the rogue drone mission(supreme drone parasite scores a wrecking of 80) my cap skills are a bit off(mostly 3s :( ) so I couldn't run both reps forever, but for the most part, the only time I was in danger was one of the normal space missions(10 webbers while waiting for the troops to arrive = ouch)
that was 3 hardeners, 2 medium reps, and a boatload of cap 2s

Why in the two evil faces of hell did you train for a HAC before getting your cap skills to at least lvl 4?

because my int sucks ass, I got bored and switched to something I can train with my higher perception

Ishtar is better if u do missions against thermal/kin dammage ( gurista & serpentis).
They are equal if u do missions against emp/therm dammage ( sasha & blood raiders), maybe a domi is just a bit better but nothing noticeable.
Istar is worse if u do missions against explo/(all type) dammage ( angels, minmatar pirates.. dont remember name), because it have only 10% explo resistance.
a little exception is Drones.. they can be done without too much troubles simply because the supreme drone parasite make kin/therm dammage .. so u should kill first explo dammagers ( silverfish and similar ) and then u can tank without too much problems.

both only have 10% explosive base ishtar has a smaller sig radius and a 5/5/5 layout domi has 6/5/7 layout and the sig radius of a small moon 2 explosive hardeners on the ishtar will get you the same % resist as the domi, then you just make use of speed(something the domi lacks) and size
not saying it's better or worse

Biggest advantage the Ish has is speed. Does roughly the same dps as a mega (With 15 drones and 3 medium ion IIs I do some pretty hardcore dps) and yet I can outrange any npc bs and chase them down, whereas the domi is a while trucking after a usurper.
I'd say as long as yer taking on guristas/serps the Ish is the pimp daddy. The Domi is plainly better versus angels due to it simply having more slots and more armor and more repper.
That said if you're gonna do it, do it right. Use faction equipment - 1 sansha relay, 4 55% hardeners and 2 core x-type reppers for instance will make a pretty fugly tank on a domi. And the Domi can have a faction smartie for killing npc frigs with ease, which is nice (saves you the trouble of siccin the drones on them).
Lots of reasons to use a BS, and very few to use a hac except against your chosen resists. The place where Hacs excel is when you're actually going to pick up the choice loot.
