Heck, I'm an avid hybrid user and even I think projectiles have been way overnerfed after running our own the tests. As for Slithreen being wrong, I think that much is obvious. After all, she said:

Of the three weapon types, projectiles gain the least from skills and mods. You gain less range from opt range bonuses, less DoT from DoT bonuses, less tracking speed from tracking speed bonuses, and less cap saving from cap saving bonuses. Even non-gunnery skills which increase cap pool and decrease cap usage benefit hybrid and laser users more. This is especially pronounce in large weapons. You mount range/tracking enhancers on large hybrids/lasers you can see marked improvement; you mount them on large projectiles, you still can't hit the broad side of a gas giant.

The differences in cap usage between laser and hybrid are comparable to the differences in cap usage between hybrid and projectile, but the DoT difference between laser and hybrid is much much much smaller than the DoT difference between hybrid and projectile.
The low cap usage on projectiles translates to cap saving, not free ECM/hardener bonuses. Medium modules are limited by medium slots first and cap usage second. What makes it worse is that ships with projectile bonuses generally have few medium slots.
Yeah, you can keep your modules running longer with projectiles, but cap endurance is rarely the determining factor in non-newbie fights, especially in large battles. It's nice that the projectile man can run his guns and modules for 17 minutes while a hybrid girl only 3.5, but it makes little difference when the hybrid girl can kill him in 2.5 while he needs 6 to kill the hybrid girl.
I think the most telling is that people are actually starting to mount hybrid on ECM Blackbirds. Now if that's not a telltale sign, then I don't know what is. I am pretty happy with the laser/hybrid balance, except some large laser may need a slight nerf. It's projectile balance that's FUBAR, so no need to touch the hybrids and lasers, they are fine. Just fine tune the projectile stats.
