Dosen't matter what you are in, pod or not, you just can't activate the gate.
Why would Concord allow an outlaw into hisec at all? You want to come in, go kill a bunch of of stuff for us first to prove we can trust you.
Or an alternative Concord could let the -10ers jump in then podkill them on sight. I mean really they are supposed to be the worst of the worst.
You can still go gank the noob in his shiny new hulk, but you can't do it 200 times in a row without concord saying enough is enough. Well at least until you go kill a bunch of rats for us first :P

Technically, ORE aren't a pirate faction.
However, sleepers are, so no T3 stuffs, needless to say. Vote for Malcanis for CSM8 https://forums.eveonline.com/default.aspx?g=posts&t=192717&find=unread |

High Sec and Low Sec jumpgates should "tax" pilots with negative Sec Status, being an amount that factors in both the Sec Status of the system being jumped into and the sec status of the pilot in question. The result being the most expensive "tax' for those with -10 entering 1.0 systems.
Maybe add another factor for the size of ship being piloted, on some sort of incremental scale.
Easy math and Dr. Eyjo said last year that new taxes would be implemented as time goes on -- so this would be dead easy. AND controversial as all Hell since we all know what freebooting capitalist space pilots thinks of taxes.
Either way, I'm confident that Null Sec gates would never "tax" anyone since "thar ain't no law out h'eaw, boy".

Why would any empire allow outlaws into their space in the first place? Although buffing the faction navy might help without the need to totally block them out.

As long as you need:
-10 to get into 0.0 -9 to get into 0.1 -8 to get into 0.2 -7 to get into 0.3 and -6 to get into 0.4
I would be fine with this. |

There's a navy for a reason. Plus you can shoot players in high-sec. So no.
BUT my answer would be, "Sure, if jump gates in null sec can be restricted by coalition standings in the same way."
My corpmates, however, think you should uninstall Eve. They think that might fix the problem you're having resolving security status and personal freedoms. He who trolls trolls best when he who is trolled trolls the troller. -Darth Gustav's Axiom |

So. As an update
We agree in principle that -5 and better shouldn't be allowed in high sec and in return there are no sleeper, pirate, deadspace or officer modules or implants allowed in highsec. T2 and the "safe" boosters (those already no illegal) can stay but that is because they form the tobacco/alcohol of EvE, so there is a tax on bringing excess modules (there is some allowed in under duty free rules) into high sec and a further special tax on their purchase and sale inside high sec.
In addition high sec would only contain industrial type ships - barges, exhumers, freighters, haulers, etc. backed up with T1 and T2 frigates and maybe destroyers which are allowed for self defense purposes only.
You know, I would totally have an RP alt in this. |
