Do they have any use in game?
If not, then why not making new mechanic like: Tourism and New Worlds businesses? Creating tourism complexes on planets or creating colonies for people to live in. Then people could haul passengers too, and all those items would have some use.
Also there could be some slave-work complexes where slaves could be dropped into. Bah tourists "looted" from tourists' hauling ships could be turn into slaves by pirates then. :D
Going steps further slaves could be set free and move to colonies aswell.
Slaves and tourists could have nationality too... so freeing caldari slaves could grant standing with cladari, enslaving gallante tourists would hit the standing with gallante etc. |

Tourists, frozen food, slaves, etc. have no functional purpose in game and are just "flavor" items.

The idea sounds like a lot of work for little to no gain. Commodity items really serve no purpose other then for newbie traders trying to flip them for profit. |

Some people use those items for RP or to annoy the **** out of people who loot their wrecks. I carry strippers and booze in my PVP ships, for instance, and other people carry Pax Amaria or whatnot. If you're not already part of a bloc, this is the best guy for CSM8. |

Well more mechanics = more variety in gameplay = more interesting gameplay. Whole tourists/colonies/slave industry would bring as much to the game as PI or link with DUST did. |

PI is actually a prime example, it was a ton of work with very little "interesting" game play. Same goes for the DUST link.
E: Unless you think parking a destroyer at a planet, and waiting for the call to bombard, is considered interesting game play. |

Sandbox is all about multitude of options. Some will be interesting for you, some will be interesting for others. Thats what is beautiful in sandbox games. |

Direct ISK from PI sounds fun. And could be a great way to add Dust variance by having the Hisec random nonimportant matches be things like protect the VIP in the tourist complex you built and such. |

The slaves are usually Minmatar. While you can eat it, it tastes nowhere near as good as Gallente meat, and you have no idea where it's been.
The tourists, on the hand, are usually not Minmatar (since the Minmatar tend to be busy being slaves).
While I might agree that you may not want to eat the Amarr either due to their tendency to be somewhat old, the tourists still have a much higher chance of being tasty in my experience. |
