If shiva is called Exodus cause it is supposed to cause an exodus of players from empire why did empire systems...espiecially high sec empire systems get all the good new backrounds while 0.0 got the shaft and got the ****ty ones. If you really wanted people to go into 0.0 why did you make it look bad while you made the place where you wanted people to leave look awesome? Backwards? I think so...
EDIT: maybe this will help get your mind off the patch...

Sometimes things happen that have the opposite results of what was intended. Exodus was intended to have a major departure of players from secure space out to the more lawless areas. Turns out that it didn't happen as intended. What does this mean? We're re-thinking some of the things that were done with Exodus and hoping to reverse the trend with the forthcoming "New World Order" patch coming in early to mid summer.
More information on the New World Order will come as it is available.

You want people to move to low sec space in some kind of exodus? Then bump up it's sec rating and make it secure! If that sounds ridiculous then the idea of having everyone go out to low sec space is ridiculous as well. People are comfortable with the security and convenience of empire space.
It's almost like saying the cities have too many people in them, so let's try and coerce everyone out of the cities and into the farmlands. Ain't gonna happen

Of course people will go....just as they clamoured over themselves to the vast veins of 'ore' in level4 missions, if the riches and glory lay in 0.0.........they'll go. To just say 'secure' is a vast oversimplification of the situation. The reality is that the riches and profitability lay in empire......that has to change or there won't be an exodus. If it does change...people go where the isk lies.

well, lvl 4 agent missions is what happened, why bother going out into 0.0 when you can farm bs at your wills contents in empire where its safe and cuddly? Or set up your pos in relatively safe system and just haul that profit in? the rewards of running a pos in 0.0 needs alot more profits, the rewards of staying in 0.0 need to be boosted alot.

Yes it does sound ridiculous..
Non-secure space is non-secure space, make it more secure and its not non-secure space.
If people are comfortable with secure space an dont want to go to un-secure space... then guess what.. they dont go
I (and alot of other people) are getting fed up with people asking for the mechanics of 0.0 to be changed to accomodate the lowest common element in eve.
Its 0.0, there are no laws and no protection, deal with it or dont go.

Open 0.0 space by removing shock systems and you will see your EXODUS
Not open 0.0 space and see patch debacles then you will see Exodus to other games.

dead wrong actually. Mission running is what brought hordes of people back to secure space. It's now horrendously profitable, and there are a very large number of people whose temperament is geared more towards that than searching for the elusive bounties of 0.0 -------- MAcheTT3 > Hehe, ok... How much would you take them off for? |

Yeah the level 4 missions are pretty ridiculous- with hordes of pirate battleships somehow hiding in the midst of the most secured systems in EVE... but anyway, I guess it goes to shows people's preferences when they'd rather sit and do those repetitive boring missions than get blown up by gatecampers trying to go in or out of 0.0

The exodus is not happening but making 0.0 more secure is silly. Ppl need to learn not to relay on artificial construct of Concord. If you want security stay in Empire all the time. If you want to play this game then move towards 0.0 when you feel you are ready. I am based in Empire mostly but I go to 0.0 when I feel I want to have some fun.
As a noob with few wars in empire I can see that Concord is just in the way most of the time. Making 0.0 like that would be silly.
Go to 0.0 talk to ppl in there be prepared for lies but after some time you will feel quite secure.
If you can think you can "out run" most pirates there. The game makes runing much easier then catching. If one side doesnt want a fight then 90% times the fight will not happen. You are secure.
I go to 0.0 to have some fun. Problem is there is no other reson to go there. Lvl4 gives you much better BS killed/minute ratio. The system connection design of 0.0 is faulty as well (being changed in new world order I know of that). Additionaly the alliances often seem to be full of ppl with very shortsighted aproach to development of their space. What should happen is that alliances need some incentive to allow more ppl into 0.0. The KOS pollicy is necessery for them atm due to alt spying and others. Phaps if there was some solution to that. Atm the 0.0 is empty. Alliances claiming that they own a region are just fooling themself. Hundreds of system which are visited by 1 person in a week are worthless. But making 0.0 artificially secure using Concord is just not on.

I suppose they did pooch it pretty bad with the "exodus". Now they can:
1. Leave it as is. Most people could live with that. Pie-rats are starving, but that is a good thing.
2. Nerf 0.0. Not good. 0.0 should remain lawless.
3. Open up access to 0.0 Nerf the gank. Put in so many entrances and exits that the entire population of eve could not cover half of them. This would be good for everyone except cowardly gankers. Too bad for them.
4. Try, just try to force people into 0.0. Watch as most of EVE does an 'exodus'. To other games. Go broke, shut down servers.

New World Order hmmmm... must have some old school professional wrestling fans on the dev team.
Even though I have been only playing a game for about 5 weeks is pretty obvious (and already been beaten to death) as to why Exodus failed in drawing people out to 0.0 space. People only put themselves in danger (be it in a video game or real life) if the reward is tempting enough to overcome fear of injury/death or financial loss.
A great real life example of this would be the California gold rush that happened in the United States. The east cost of the US had been settled for a long time and people were *very* slowly creeping out west but at its current rate it would have taken decades for the west coast to becomed settled. Mainly this was due to the fact that people didn't want to leave "civilization" to go live out in the lawless, unsettled west (The parallel between this bit of history and the Eve universe is really quite striking). All of a sudden there was news of gold and people were throwing their current way of life out the window in hopes of striking it rich out in California.
If you want a real Exodus of players out to 0.0 space then "gold" is going to have to be found out there. Right now Empire is a lot of people's comfort zone and they are able to make a good living (probably too good to be honest) without ever having to face dangers of 0.0 space. If you make it truly profitable to live in 0.0 then people will naturally migrate there. They are not going to put their neck on the chopping block though unless it's really worth being there though.
