It seems here is the most relevant place to post this, so here it is. Below is what I think will happen as a result of the proposed changes/additions in retribution. These are fairly obvious to me and most I've talked to. The devs need to be aware of what will happen.
Ships:
1) The ruppy will remain top dog for t1 combat/attack cruisers. Like the hurricane at the BC level, it will be able to be plated effectively as a brawler or go nano/shield buffer and be faster than any of the attack cruisers (excluding the stabber).
2) The maller will be the other popular t1 cruiser hull as nothing will brick tank and do reasonable dps like it.
3) The abitrator and vexor will see light use as long range dps support ships.
4) The new ore frigate will make ninja mining gas in w-space so stupidly easy that the price of all fullerenes will plummet. I'm already training 3 throw away cyno alts for it. Plan to AFK mine with them, who cares if they get killed right?
Faction warfare
1) The unarmed cloaky stabbed slashers farming offensive plexes 24/7 will vanish, hurrah!
2) Getting a system to around 50% vulnerability should be easy. After that the farmers will pour in to defensive plex in unarmed stabbed cloaky slashers of doom. It will be possible to flip a system with a concerted effort, but it will require serious effort through multiple timezones to keep the farmers at bay.
3) FW will return to missioning being the primary method of farming, stealth bombers will remain ideal for the minmatar and caldari militia's due to crappy amarr/gallente npc's. Amarr and gallente will be forced to use cloaky tengu's and similar setups since the missions cannot be solo'd in a bomber and pulling aggro with an inty will no longer work.
4) Minmatar and caldari will retain near permanent tier 4/5 status due to the ease of farming LP with them compared to the other two factions. Being constant tier 1 won't suck nearly as badly for amarr atleast and we should be able to hold a few extra systems.
Generic PvP
1) Can flipping in populated systems will be ill advised.
2) Anyone with purchasable killrights on them who is not an outlaw will buy them with an alt and pop themselves while flying a shuttle to remove it.
3) People too dumb to figure out that exploit will basically be banned from high sec for 30 days.
4) Bounty hunting will not be viable because people with bounties on them tend to be dangerous. It is also a massive pain to try to track down an individual character to kill them. The rewards will not be worth the risk and effort of hunting them specifically. They will however reward random people who were going to pop them anyways.
5) One exception to the above bounty hunting "issue" is for corp/alliance bounties. I see that being used to reward your own corp/alliance members for attacking an enemy corp/alliance. A nice addition all on its own imho.
6) The NPC changes will make solo piracy far more difficult in some situations. Hunting missioners and plexers will no longer be possible in recons and bombers solo in most situations. Some exceptions will remain of course, but overall that will no longer be practical.
7) Suicide ganking will continue unhindered. I'm an outlaw in low sec, you don't really think I care how many killrights I have on me do you? I doubt very many of my fellow "undesirables" will be terribly bothered either.
8) My epic goal of soloing a lvl5 running carrier (in the fortress) with an arazu will go from horribly impractical and difficult to pull off to outright impossible. You bastards.
Generic PvE
1) Guys running lvl5's in carriers are going to need to stock up on drones.
2) Bringing a newbie along for a higher level mission will result in his swift demise. Poor bugger.
3) Speed tanking npc's with a frigate while something else does the shooting won't work anymore.
4) The tengu will remain the last word in anything pve related, it will simply be 20% slower at it.
That's all I can think of for now. The Troll is trolling. |

Stopped reading after this because you obviously don't have a clue.
Maller will be **** and the arbi/vexor function pretty ******* badly at long ranges. |

You do realize, just because he has a low post count doesn't mean he is a nooblet. I myself have been around since 2008, just used character transfer to move this character to a new account. You should always take into account every post an player puts up, because some of the information can be valuable to these suggestion threads. |

Why a lot of your points hold merit I noticed that your option on the Maller is rather high. I'm going to point out to you that because its new laser damage bonus, and the fact that lasers use massive amounts of cap, the Maller will be almost exclusively used for fleet work where logi is around to feed it. This is case because it has only 3 mids and no extra highs. So for this I would say yes and no to your point. Expect to see them in fleets, but don't expect to see them by themselves. |

The maller has a pretty decent capacitor, and the issue of lasers nuking your cap can be mitigated with a cap booster. So I think you are overplaying the laser cap use issue. |

I exclusively use Amarr tech. The cap drain isn't that bad.
Then again, I exclusively use Amarr tech, so I really can't compare.

The Tengu has NEVER been the last word in PvE content (except exploration). It hasn't even been the 4th or 5th word in PvE |
