Ok, so, since missiles are getting bonuses from TCs and TEs, then Target painters are essentially useless. Well, mostly..
Now, Minmatar has always had their ewar bonuses directed towards target painteers.
This wouldn't be so bad if target painters weren't becoming almost obsolete.
Not to mention, target painters are extremely weak when compared to other ewar modules, to the point that you almost can't even consider them ewar. Expecially now that tracking disruptors will also be effective missiles.
So, with that in mind, here's my new idea.
Arms Disruptor I & II
A module that when activated on a target will disable 1 weapons module. If there is no weapon module for it to disable, it will reduce the drone bw by 1/5th.
The difference between t1 and t2 is fitting requirements and capacitor use.
With the meta named modules they could retain the names currently held by target painters since the names of the modules don't actually suggest which type of module they truly are.
That, and they could get to keep the sweet acronyms. PWN PWNT PWND PWNAGE
I've always loved that.
Projected Arms Compution Disruption
This is the skill that would replace the target painting skills.
Each lvl of the skill reduces the cap use of the modules.
Now, as far as range of these modules, I would assume an 6-8km t1 range and a 10km t2 range would be able the range that is best suited for most Minmatar ships.
The modules would remain mid slot modules and would probably go well with the current slot layout of most Minmatar ships.
This module would look and feel like a target painter, but perhaps would have its projection effect adjusted so that it looked more like a coded signal within the stream of the target painter... This would basically be to give it a feel as if it were sending out a signal to enemy weapons computers.
So, you'll have
Caldari - Chance at completely disabling enemy targetting Gallente - Can reduce targetting range Amarr - Can reduce effectiveness with weapons Minmatar - Can disable weapons
Since Minmatar generally doesn't have as many mid slots as most ships do weapons, then they woudn't be able to completely disable enemy weapons. However, if they were to carry enough to completely disable the weapons of a ship, then odds are they wouldn't be very cap stable, an they wouldn't have any propultion modules, warp scram/disruption, and/or webs.
So, much like with many of the other races, you would have to balance a fit with these.
That said, having the ability to completely cut off weapons would be extremely powerful, but not too powerful, and the limited range keeps it from being projected from every ship, but effective on even standard ships without bonuses towards the modules, though only within range.
With this, now all the Minmatar ships that are getting bonuses towards target painters can get a bonus that ould actually make a difference in pvp. |

Target painters are very useful for shooting at small hulls with larger guns, fighting T3's with battleships for example would be next to impossible without it, along with fighting anything that isn't a pos with dreads.
Basically there is no need for this, the target painter is working as intended. |

You need to realize stacking penalties. Once you buff a certain attribute to a certain point, there no point of adding any more for a very minimal increase.
Target painter buffs an attribute that is separate from TC/TE. |

I don't think the OP understands how tracking works for turrets and missiles. Painters can be very effective at times. I've actually started fitting them to most of my BC hulls simply because our gangs tend to be lacking TP's and they make hitting little targets like logi and frigs a whole lot easier. What sealed the deal for me fitting them was a few weeks ago I couldn't hit a triple webbed guardian 5km away with my abso's HPII's. I was stationary, he wasn't going very fast and no, I was not TD'd. By all accounts I should have been ripping him apart along with everyone else, but no one could hit him due to sig radius. The Troll is trolling. |

CCP has hinted a lot over the last few months that they will be reviewing all Ewar this winter. Just hold on for now, we will all know soon enough. |
