Elected? Elected only works if you have a real election. Forum elections are only for forum trolls, which is a tiny fraction of the player base.
Look at the last Crowd Source, only 0.2% of the player base voted.
To draw any direction or design from the opinions of .2% of your customer base would be outright foolhardy.
Without an ingame election system that all players particiapte in the CSM program is a bad joke.

Different csms have done different things. CSM 5 was there to represent the players and they did that as best they could.
This CSM 6? Well, they are sort of beta testers for new features, and a group that ccp can manipulate for pr.
Anyway everything worth knowing about what they do is nda, so they are irrelevant to the players.
Assemby hall and Jita corner are pretty much worthless forums as CSM 6 doesn't use them. They give information to players in ways where they can control what is said like in town halls etc. In other words they are worthless or worse.

CCP's PR department however....

It's a forum to represent players' interests to CCP publicly and officially. Which was an improvement from before, where players presented their interests to CCP covertly and unofficially. |

We don't need CSM, CCP needs it because it make them look kewl among other MMORPG companies. Pure advertising thing.
If they really wanted to hear our opinions about this and that they would include some sort of poll mechanics within the client so everyone playing (and paying for) EVE would be able to provide simple and DIRECT feedback on different matters - not only tiny minority who lurks forums on regular bases, knows for silly fairytale called CSM, and votes for it.
