my computer never fully downloaded incarna and the game is refusing to launch for shader module 3 my computer is 1 and a half years old what do i gotta do? im not buying a damn graphics card .So what can i do to make sure i have all the files?

Shader model 3 isnt a file. Its hardware based. If your current graphics card doesnt support it, you have no choice. You need a new card.

If you have a 1 and a half year old computer that doesn't support SM3. Well.
Quit trying to run EVE on a netbook.

Same boat as the Op
Got a PC with fairly decent specs, ran Eve fine before the patch and was getting 40-60 fps with the settings on med/high.
Now i can't even get to the log in screen due to the 'Outdated gfx card detected' - Shader model 3 support required to run the game.
Way to go CCP

Check out this Dev Blog. There is a small app linked to it which will tell you if your graphics card will support Shader Model 3.

CCP warned people back in march with a dev blog and news items on the login screen this was going to happen.

Shader Model 3.0 has been on cards since like 04/05.
Anything better than a tin can has it.

CCP - Thanks, but i think the fact it pops up and tells you that your gfx card doesnt support SM3 is enough, i don't need a 3rd party tool to tell me.
As for the Dev blogs and news items - not everyone reads dev blogs and some people cannot log on daily to catch news items. With something so vital, surely an email clearly stating this would have been nice.
The card i have is still available to buy now, so maybe it has been on 'some' cards since 04/05, but that doesnt mean its on them all. This was purchased around 15 months ago.

Then you likely got a 200 Netbook running Intel Atom 1 which back then was paired with an EXTREMELY crappy chipset which had graphics that could hardly run Half Life much less anything modern. Why do you think Nvidia Ion 1 was so popular back then?
Not keeping up is your fault not CCPs.

Saying a computer is 1 year old is meaningless. Saying that it was a top-of-the-line machine 1 year ago is not.
I hate those stores that sell computers as new when they are based on 4 year old chipsets and hardware. Yea, you can get a great deal on that laptop, but if it could have been built 4 years ago it is junk for games. Buy it for web surfing, but for games you need recent hardware, not recent purchases.

I think the point was if you ran the utility a month ago you'd have had that long to plan for what you would do.

You mean like the eve newsletter sent out at the end of march which, amongst other things, has a link entitled "Shader Model 2.0 Support Discontinued April 5th" which takes you to the dev-blog with the details?

#1 CCP has provided utilities for the longest time now to check the status of your card.
#2 CCP has never said they guarantee performance. And has never said it was made to play on a netbook. My backup computer is currently in captains quarters on an Overclocked 7300GT that is worth maybe 20 USD yet works. I know what cooling it needs and I know EVE can handle it otherwise I would have planned to get another card for the backup PC a long time ago.
It is 2011 I expect at bare minimum for games to require.
2ghz Dual core Nvidia 7 or ATI 3x series and up (SOME Types of onboard Intel graphics as well) Windows XP 2gb Ram etc...
In 2012 those will go up. That is life

Like i said, some people have busy lives and don't get to play Eve 23/7. I get a few hours a week if that.
And when i said send an email out 'clearly' stating. I wouldnt class a link at the bottom of an email as 'clearly stating'.
Funny how they manage to do it when your subscription is coming to an end though.
