Posting incase others have experienced the same type of issue with Eve.exe having a problem.
Running Win XP Changed settings folder to settings1 Changed radeon HD 5450 to antialiasing x2 seems to have worked.
Can now login I have to add that CCP you really need to get with your paying public and provide better customer service as my experience over the past 24 hours has been at the least terrible. I would like a dev to contact me to discuss some type of recompense for the issues encountered and also for finding a fix for this issue for you.

Wow, just how full of self importance can one person be? First up, its the day after a MAJOR update to some core code for a game that runs on one server, serving 350 thousand players running on an insanely high number of different system/software combinations.
And you think that YOU, Captain Special Snowflake deserve some sort of special treatment? Talk about showing a total lack of comprehension on just how big a task this is and just how many people need to be seen to. Wait your turn like everyone else, and if you don't like it then leave.
EDIT: And if you really did find a fix for what may well just be an issue for you (you never know) then why did you not at least take the very short amount of time it takes to file a proper bug report? I filed one yesterday and it took all of five minutes. The fact you didn't mention having filed such a report leads me to think it's because you haven't, you would rather come here and whine like a self obsessed cretin.

As a long time ATI user, might I recommend you also let ATI know as they are famous for lousy drivers.
My 5450 is fine. I use Windows 7 though, which uses a later DirectX API.

w00t. I spent a month or so trying different drivers, getting custom ATI drivers etc because they stopped making drivers for the x1300 mobility card in my laptop in 2006, and none of the catalyst drivers out now will recognize the card. This actually fixed my laptop! lol
