I want to check my understanding is correct here...
If winners chop up losers bets proportionate to their stake after the handling fee firstly obviously the 'house' can't lose, secondly there is going to be some massively screwed up odds which is going to make betting on certain teams pointless. Also, what happens in the event that noone bets on a no hoper team and lots of people bet big on the heavy favorites. There will be no pool to divide up so are people going to actually lose isk despite winning because of the handling fee? Even if you don't take the fee, I'm guessing the better only gets his/her stake back and therefore risked the isk at no return on investment, can't see you returning isk to all the losers because noone bet on the winning team
Obviously this system works nicely for you, it's a no lose situation, but for the punter not so good, we can't even get a idea of the odds we're betting at.

The fee is only taken from the losing bets, so you will never lose isk if you bet on the winning team. And obviously, if nobody bet against you, there is not much to win. As far as massively screwed up odds go, it's risk vs reward. Some people are most likely going to go with the 'no hoper' since you will be able to get a real good payout ratio if you win. If it ever so happens that nobody bet on the winning team, then I'll put that ISK in the pot for the tournament final.
Odds will be announced in the public channel during the event. If people are betting on games way ahead, I'll post the odds up on the website. But my experience from last year is that most people like to bet minutes before the game as they follow the tournament on EVE-TV. Since the Pre-Qualifying rounds are not being broadcasted tho, activity will probably be low during those weekends.
Keep an eye open for games with Guaranteed pots. I'll throw in some ISK on selected games to make things more interesting :)

Problem is though - if odds are being announced they're still not going to be final if your winning a proportion of a pot, so you could put your money on thinking your getting 2/1 and land up getting 1/4. Also my point about the odds being screwed, someone may wish to make a fairly large bet, say 250mil on an even match up, but because of the payout structure they land up splitting like 10million for a 250mil bet, i'm not saying they have to get even odds (obviously you have to take some profit ;) ) but chopping 10mil for a 250ish bet in a close match up is rubbish |

This will probably be more or less of an issue on certain fights. But let's put it this way; Even if fixed odds were used, the odds would probably be screwed up on those games anyway. And yes, I will make sure to point out that the odds are current odds and not neccesarily the final odds. If you compare this to sports betting, the intel on the game in advance is much lower. Hell, in sports betting, you are able to find out what each of the players had for breakfest, or what underwear they are wearing. Here we don't even know the fekkin setups in advance. The randomness is big enough for people to want to bet on the underdog when they have a chance of winning more. It did work out pretty nicely on a small scale on AT8, and I don't see why the outcome would be a total failure this time. If total failure commences, I will let anyone that feels really sad pod me 3 times without updating my clone and smash me a few times over the head with a brick
