Ok, I have just over 105k skill points. I started running missions from a level 1 quality 0 agent I stubled across. She started to send me on these kill missions. I do not have much in the way of fighting skills at the moment.
Gunnery - Level 1 Small Hybrid - Level 1 Gallente Frigate - Level 2
I am in a Gallente Imicus at the moment currently working on my learning skills.
I have placed two 150mm small hybrids on the ship with a civilian shield booster to help. That put me right at 22 power. I had to take my co-processors offline to get the second hybrid working.
Any advice on how to proceed?

Try a destroyer when you are able. Its like a frigate with more stuff tacked on. But don't expect it to be anywhere near what a cruiser is. ---

Drop the 2 150s for 2 125s, that'll free up some power grid and cpu.
That should help you switch to a small shield booster which will beat the civ one.
If you can manage it try putting something on the low as well.
As has been advised, try getting you frigate skill up to level 4ish, then you can get into a better ship whilst you train up your learning skills. Shouldn't take more than a day or so.

I just started a new character the other day,
I the lvl 1 blockade mission with a probe and a 150 (tungsten) and 75 (iron) rail, and a small shield booster, no drones either. just orbit the weaklings at 10km and the tougher guys orbit at 20km and use only the 150 rail on them.
Just know that your guns optimal range is just that and to get your max range it is the optimal plus the falloff range.
The last guy was kind of tough a gurista griffin or something, I started at 20km shooting the one gun, then I got in to 10km so I could work my 75 on him too, then I started taking too much damage so I flipped the shield booster on and headed back out to a 20km orbit, once my shield and capacitor recovered I made another 10km orbit run.
My alts skills are the same as yours except I had the skill for a small shield booster and I was using a minmatar frigate, which is faster btw.
training up your small hybrid skill will help, also flying a ship with damage bonuses to hybrid guns (the Maulus which I love) will help as well.
If you want to get drones go ahead and get them too, they would help a bunch as well.
PS I lost a probe about a week ago to the blockade mission, that's when I thought of the 10km -20km alternating orbit tactic. I didn't warp out in time, curses!! PS that's the best thing to learn when new is when to warp out.

Speed and capacitor are more important than shield or armor hitpoints, that's another little helpful hint.
A ship like a punisher may have high armor hitpoints and a big capacitor but it's lack of speed is somewhat crippling, still a good ship though.
Also don't even bother with basic modules, you should be able to buy tech 1 items (Co-Processor 1 as opposed to Basic Co-Processor) on the market for pretty cheap. The only time I ever see basic mods being a good option is with the damage mods because they take a bit less cpu incase you can't fit the tech 1 module.
if you're doing fighting missions while you train those learning skills, you would be much better in a Maulus, I love the Maulus.
