I am currently new to null sec, why are cloaked afkers not being nerphed?
I am in a small alliance, what should we do when a cloaked afker sits in our system? We can not even engage in pvp because they are cloaked.
1. How can we make any isk to start larger operations if all of our operations are locked down because of cloaked players? 2. Are we just supposed to ignore them? 3. Why should any small alliance want to stay in null sec if we are constantly having to sit in a pos because its simply to costly to lose one of our few carriers.
Even if we can pvp against them its always from a large alliance who will hot drop super caps if we try to stop them, even the roaming pvp groups that come through usually consist of 20+ players all in pvp ships fitted with faction mods, compared to maybe at most 15 of us in pve set ups because were not big enough to afford more expensive ships.
So two questions what should we do when cloaked ships come into system, and whats the point of small alliances being in null sec if we cant use them?

Pretty much this.
AFKers only really work on fear.
Have some backup, use Dscan, align, etc.
Make modifications and move forward.
Or turtle up in your POS and rot.

I'll answer your questions
1. How can we make any isk to start larger operations if all of our operations are locked down because of cloaked players? The fastest way to make isk is by fallowing my two step program: 1) fly to belt/complex/grav site. 2) Activate laser/weapon
2. Are we just supposed to ignore them? Yes, ignore also your ability to Dscan, probe, outnumber, outgun, coordinate, or think rationally.
3. Why should any small alliance want to stay in null sec if we are constantly having to sit in a pos because its simply to costly to lose one of our few carriers. This is the hardest question to answer, as we all know the AFK cloakers are armed with a 1-shot-insta-kill-anti-carrier device. I suggest you re-read the answer to question number 2 and wait for any hidden messages to hit you!

your best option: rat in cheap ships, something that a few hours of ratting is enough to replace one. chances are they wont get all of you every few hours... thus you;ll still be making a gain - at least more than if you just sat there doing nothing. drakes are a good choice.
second, have everyone in local in the same fleet. if you don't think you can take on a hotdrop then don't try. if you don't have the intel, don't try. just rat solo. if someone is getting attacked by just one or two guys then get everyone to warp in on that person. if they get hotdropped.. then just let them go. but whatever you do, don't bring out the capitals unless you have the intel to know what you're up against.
however, that said, don't make yourself too available for the attackers as you run the risk of actually entertaining them. in which case they will 1. stick around and 2. tell friends. ...
