It is generally because people want to move around - which you can't really do with sentries. Cruise fits that go out to about a million km often do use sentries, though.
note: there may be an element of exaggeration in this post, in case someone missed it. |

I use Ogre II on my close range gank phoon. Generally I see close range fits for teh phoon so heavy makes sense.
In some RR gangs sentry might be a good idea however. --------------------------------------------------------------------------------

Ah moving...duh
if you plan to move(close range have to move)heavies if you plan on sitting still sentries

If you're close range then sentries are a bad idea. If someone launched them on me I would start moving away, hoped they followed and as soon as we'd moved just a couple of KM I would pop all the helpless sentries.
At least with heavies you can pull them back it and have the option of moving.
Range / sniping? Yeah sentries.

yes, the dreaded fleet of 'phoons is the scourge of EVE that plagues this game forever more.
anyways, rule of thumb is: sentries if engaging multiple targets and/or above 10~15km. you don't have to worry about traveling time, altho if you need to bail out, you will need to leave the sentries behind. if engaging single enemies, as long as they are at close range (10km or thereabouts), heavies work.
however, keep in mind that sentries do more damage than heavies ---

Heavies on my torp phoon. Because picking up sentries after a fight in a plated battleship is a huge pain and you need to be in range for torps so you get to move around alot.
Also I need to rescoop sometimes or sentry guns pop my drones.

For PvP, If you are planing on moving around a lot and facing multiple sizes of targets (aka smaller than BCs), sentries are impractical. (stationary, bad tracking vs. small stuff in close ranges). Moving in scram/web range, what most Megas / Phoons are trying to do anyways, mitigates some of the real disadvantages of heavy drones (slow moving, bad tracking), and probably can hit even small stuff a bit harder than sentries if those are webbed / neuted, but at least the phoon has space for lights even if it fields a full heavy/sentry set.
For PvE, sentries are better (you never mentioned what you want it for).
