I last played in 2007 when a friend in the goonsquad/swarm convinced me to play. I have come back to the game, but since I am essentially an outsider, I am not welcomed back to the goonswarm and am currently docked in a Red Alliance station with a couple mining ships.
When I played before I really didn't have much experience, and just mined asteroids in the back of goon space warping to a station anytime anything red came up. A total noob in every sense.
Now I need to get out and back to the safe, tutorial space, so I can relearn (or perhaps really learn for the first time) what to do and maybe eventually work my way up to venturing back into the PvP space.
What should I do? I am currently in Scalding pass, how do i navigate to safe space and what should I do about cloning and insurance and all that? I don't want to lose skill points or anything, but is there some way to sell all my ships, set a clone to some safe noob area, and then suicide to get there?

Find a cloning station in Curse and move your clown to empire. A few hours before DT should be the savest you can get. Then head to Amarr space. I would avoid hed- tho.
You may be able to sell your stuff with contracts but I would not bet on it.

Well, given that your app hist says GoonFleet you might aswell just bio mess that char and start with a clean history.

Most people will consider you a member of whatever alliance, no matter how long ago you've left it. They'll think you're a spy if you try to apply to a corp or alliance that was or is an enemy. Not limited to Goons.
Edit: I don't think high-sec dwellers care that much. But if you try to to go to 0.0 anywhere, past politics and allegiances are taken into account.

Also, as social commentary, it is sort of ridiculous that people would be more afraid that a character with a history is some sort of spy than one without.

I'm quite sure you will be able to join "some" corp. There are plenty of ppl who are as educated about goon "culture" then you are.

There are plenty of corps that will still have you. They will all be corps with essentially zero corp assets that don't do much more in low/0.0 than roam in cheap ships, though.
Anyone with so much as a corp POS is prooooobably not going to want a character with goonswarm in its history, though, they earned their bad reputation thoroughly and through much applied and consistent effort. ---

That kind of completely demoralizes me. I don't want to wait months to have a new character capable of doing anything fun.

If you've been gone for quite a while and have returned to find that your character's alliance and or corporation has been dissolved and you are stuck in a station behind enemy lines, CCP will do a one time free move of your character and ship (along with as much cargo as that ship can carry) to friendly space.
Just have to file a petition, character stuck. I read about that option somewhere in the Evelopedia for players returning to the game after being gone for over 6 months.

If you red to IT, head north. Someone will take you in. Not too fussy up there :)
And for hisec. Nobody cares. Really.

yea most freelance/ hishsec corporations, don't really mind, I know my corporation, will ask for the applicant to sit in our public channel for a bit to check we all get along, but apart from that......

This. Had it happen to me once too. In the end it worked it out with the alliance but CCP was prepared to move me. Had to wait a few days though to get a response from CCP.
Just as an FYI - I have a characer that was once part of Goons (in 2006) that I purchased. Whenever I join a new corp/alliance, it's the first thing they ask about.
It's not a big deal however, I just explain the situation, and usually combined with some good references and a good history otherwise, it's not a big deal. Im sure they keep a closer eye on me intially for some time, but since I have no desire for a Director role etc in a corp, it doesnt usually come up again.
In addition, I prefer to keep my permissions/roles extremely limited, as it then puts you 'beyond suspicion' so to speak, and everyone can just relax and have fun rather than worrying.
If you have ambitions to run a Corp/beomce a director etc, just start a new account, and keep the old Goon account too. Just make sure that you do a full disclosure if you are seeking additional roles. Typically in EVE it is very handy to have more than 1 account anyways.

Put in a petetion, explain that you just returned to the game, CCP will move you and whatever ship you are in to highsec...This is what i did, it may take a cpl days for them to move you
