Look at the preparations needed in modern war, even with planes, trains and automobiles available, takes months. The idea that you can go bonk heads and be home for tea and biscuits is warped beyond comprehension.
Well a U.S. supercarrier can be in any theatre of operation within two weeks, stealth bombers 24-48 hours. Even in Eve for a major alliance to do a full redeployment on the opposite side of the cluster it takes about one to two weeks. (see IT Alliance full deployment of super capital fleet to Catch in December) Large sov alliances should have the capability to project power, it only makes sense. You can't expect them to deploy and sit in a system for 2 days before being able to cyno out, it is a game after all. Eve should not punish you for being big so to speak, getting there is punishment enough.

I can say from personal experience that being in NC and finding any sort of weeknight, small-gang PvP is impossible in their huge, unpopulated, mass of space. So, obviously, their next best option is to come slumming in Black Rise/Placid. I personally take it as a moral prerogative to chastise them in local whenever I see them.
And, I second the "no super caps in low-sec" proposition. Moving a massive fleet around should be difficult. Just think of the added subterfuge in the game if you had to move your Titans and SCs through non-aligned null sec sovereign space. And, for the previous poster, it takes almost a month of continuous sailing to move U.S. Naval forces from San Diego into the Persian Gulf or a week to move from Norfolk into the Med, so the real-life analogy posited above is not apples-to-apples...

why you'll sometimes see random 0.0 fleets in a system near you;
a) killing another alliances tower b) logistics c) fleet movement (north > south needs lowsec f.ex) d) corp stuff (roams, w/e) e) something shiny and big (i.e caps) to kill f) potato

Recently saw a few more evoke, AAA, and other nullsec spaceship flying people around min/amarr space as well. Don't tell me nullsec isn't interesting enough for them to begin looking for things to do in FW area, an aspect all of them seem to love putting down.

a more simplified answer to the OP:
People go whereever they can find pew. Ev0ke roams as far as the opposite end of nullsec if that's where they find pew that day.
If there's explosions, it attracts pvp'ers from all over. If there happens to be more explosions in amarr/minmatar lowsec, then so be it \o |

Most of us in FW can't afford supercaps and aren't really all that interested either to be honest. FW is as close as eve comes to casual pvp without the internet drama and politics (although there's enough of that in fw sadly). Lately it has become the de jure thing to do to have some bored nullsec alliance on the batphone while the militia drums up a semi expensive faction fit fleet to try and steamroll their opponents. Even militia corps, like IFW are starting to bring SCs to fights now, and I suppose that's the way it goes.
Sad, though, because the big stuff sure is boring as hell.
