If you want a cloaky gang, you'll have lots of secondary things covered. Arazus can point, Rapiers can web, Falcons can jam and Amarr recons can suck.
What I'm proposing is a cloaky DPS ship, but ONLY DPS. I'm actually considering throwing that 1 mid slot out altogether. This way, it's some kind of a 'glass cannon': it shouldn't do anything but DPS, making it an interesting choice to team up with an arazu or whatever.
Also, you could possibly see it as a cruiser sized stealth bomber, which have similar advantages and drawbacks.

Same story for the other T3 ships with their chosen weapon systems (except for the Legion which has a bonus to laser capacitor use. Still good, you can keep up sustained fire for longer). So why do you still need another ship? The T3s are cloaky glass cannons performing just as much DPS as your proposed ship, if not more.

5% damage bonus is not the same as a 5% ROF bonus.
1*1.25=1.25
1/(1-0.25)=1.33
A ROF bonus is a bigger DPS bonus than a damage bonus.
But you are right, if you want to bring more DPS on a covert roam, buy a T3.

As you may notice the ships for you desired role its already in game, and even in your post.

My bad. I was just going by EFT where it gives nearly the same DPS whether you use the 5% RoF implant or the 5% damage implant. Same with rigs. Actually say RoF is the greater bonus. You might need to share your numbers with EFT so they can correct that fault. But Thanks for the support in shooting down a ship before it even left the drawing board.

What he really wants is a cloaky ship that can both gank and tank, plus cheap, unlike t3 or black ops, thus breaking the game.
