lol yea you can't really be "safe" outside of high sec space, but pirates aren't as frequent as people make out by any means, and so long as you are aware of what the piracy hot spots are you will be ok 90% of the time (try using the f10 map and setting the display to show number of ships destroyed in the last 1hr/24hrs
As for your ship, FOF missiles will mean you can still fire when you are target jammed, a sheild booster and sheild hardeners in the med slots will make you much harder to kill and a webber will make sure your missiles hit. For the lows, warp core stabilisers in the low will allow you to warp even if you are scrambled, alternativly balisitc controls will improve your damage and rate of fire. It's more dangerous in low sec space but far more fun!

Also check your local when you're in low sec space. If you use the 'show info' on people you often see who the pirates are because of their low security status ratings.

Security status is not a very good indicator. Lots of pirates have positive status, and lots of pirate hunters have negative status.
Bounties don't work either. I know lots of non-pirates who have bounties worth tens of millions.
The only real indication of someone's intentions is if they are shooting at you. But of course by then, it's already too late.
If you see someone in local, expect a fight. If a fight happens, you were ready for it. If not, you lose nothing.

Always have local open and watch it, when someone jumps into the system check them out, if they are a member of a pirate corp go to your safe spot. Make a safe spot for every system you use and have an insta jump out just incase you need to run.
Mount a warp stab or two, if someone jumps into a belt with you assume the worst, they are there to kill you, it won't always be true but you'll thank me that one time it is true. Warp out as soon as you see anyone.
Gate and station guns will fire on anyone who fires on you but they won't beable to kill your attacker before they can get you if the pirate is tanked right, assume everyone at the gates wants to kill you too.
If you do find yourself in grid with a pirate try to run to your safe spot and stayout of the 20KM or 7.5 warp scramb rang. If your clearly outgunned decided if you want to pay or not, you might just have to lose your ship, but make sure you warp out as soon as your in your pod, a pod warps in under 2 seconds, a BS will take alot longer to lock you giving you time to get out.
100% insure your ship, update the clone, and have fun; after all thats what the game is about.

oh, and don't smack talk the pirate. They don't like it. 95% of pirates don't take the game to heart like carebears do, loseing a ship and a clone is nothing personal, they don't want to kill your mother and sleep with your dog.....er other way around on that, sorry.
I have several pirate friends that I first talked to in low sec space while i was "prey". One ever held me hostage for ransom.

(1) remember it's a game at all times (2) fit a couple of warp core stabilisers, and warp to a bookmark or a moon if you are outnumbered/outgunned (3) make some insta-jump bookmarks for frequently-used routes in 0.0 - use these instead of autopilot (4) have fun, and dont become one of the many people who take themselves and/or the game far too seriously
