If I look at a skill (any skill) and it says something like "SP: 20,541/2,254,121" is the first number the skill points I have in that skill and the second is the number of skill points I need to a lvl5 skill? I will have about 50,000 skill points from when they remove the learning skills and I want to plan ahead for where I can put them. If not is there a way for me to tell how many skill points it will take to max out a skill?

A Rank 1 skill requires 256,000 SP to get to lvl V A Rank 2 skill requires 512,000 SP to get to lvl V A Rank 3 skill requires 768,000 SP to get to lvl V
and so on .. it's rather straightforward!

Yes, if you are at level 4. #sp/#sp needed for next level.
To max out a rank 1 skills costs 256K sp, rank 2 (2 * 256K) 512K sp, etc...

It's your current SP in that skill/SP needed to the next level in that skill.
A rank 1 skill requires 256000 SP to reach level 5. The rank is just a multiplier on how much SP is required, so a rank 2 skill will require 512k SP, rank 3 768k SP,.. rank 8 2048k to max out and so on.
Also +1 for EVEmon. It really helps you to manage your skill training, especially if you don't have a firm grasp on all skill related variables on your own.

What Math said, the second number is the amount you need for the next level of the skill.
Also worth noting:
--Roughly, each level of a skill takes 5.6 times as long as the level before it.
--Your attributes (Int, Mem, etc) determine how fast you train a given skill, the info box on a skill has an 'attributes' tab to tell you which two attributes set the pace.
--As long as a skill _starts_ before the end of the 24-hour limit of your queue, it can end however far in the future you want. This is why a lot of people try to almost fill up their skill queue and then jam a 5-day on the end or something, in case they don't feel like logging in for a few days.
--I would give a summary of the learning skills and starting training bonuses, but that's all getting taken out in 4 days, so don't worry about it.
--Look up "remap"+"eve" or something on Google to find more advice on neural remaps and optimizing training than you'd ever care to hear. ---
