EVE Online: Incursion 1.0.0 will be deployed on Tuesday, November 30, 2010. Incursion 1.0.0 features a new salvaging ship, the Noctis, a vast number of player-requested improvements and fixes as well as important server-side optimizations. For more information about the Incursion expansion, please visit our expansion website.
The deployment process will begin at 11:00 UTC and is expected to be completed at 14:00 UTC. Patch notes are available for review.
Incursion will be released in three parts. This is the first installment with the second part coming on December 14 when we remove learning skills. The final release in January, will contain the new character creator and Sansha Incursions. Full details can be found in the release blog from CCP Zulu.

what does this mean?
If you span EVE horizontally over several screens you can move the HUD that is usually in the center of the EVE window. So you can have HUD and your ship on one screen and all the windows on another.

You can hardly call it an expansion, but there's lots of nice little changes and additions. Me likee :)
This is the first release of three of the expansion.
We are deploying the work we have done since summer in 3 releases; the 1st one on 30 Nov, the 2nd one on 14 Dec and the 3rd installment in mid to late Jan. The deployment of Incursion is going to span over approximately a month and a half. Like all good fireworks it's going to start off with a teaser, contain a surprise and end with a big bang:
The 1st release contains a collection of player requests we have been working on alongside the main expansion features and that we could easily extract from the expansion code base.
The 2nd release is the Christmas surprise; one part is the removal of learning skills. The other part of the Christmas surprise is still a surprise...
The 3rd release are then the headline features of the expansion, including but not limited to the new Character Creation, the Incursion feature, and a big iteration on Planetary Interaction and EVE Gate.

The reason for removing this contract type is that it was very seldom used and it was a breeding ground for scamming. This is much the same reason as for removing the 'freeform' contract type in Apocrypha 1.3.
For the legitimate loan contracts, almost every single one operates on trust and does not require collateral. For those contracts, an alternative would be to loan the items and/or money using an item exchange contract and then receiving the items back with another such contract.
We realize this is inconvenient for people that are using these contracts for legitimate means but when we compare the amount of work these contract scams add to our customer support department to the value that this contract type provide we feel that their removal is justified.

Was there some balance consideration that needed more time to tinker with? Are there plans to revisit this issue in the future? Will it take as long as the rocket fix? Ooops that last one was not nice, but I tried.
The focus was on the tech II turret ammo which were distinctly underpowered with almost no use/usage. Missiles are different in that even with drawbacks, they are used and useful in scenarios so any attention to this area would be fine tuning over radical changes. There are very much plans to continue to push more regular frequency balance updates out so you should see more balance changes rolling out in the future.

Skills books for ORE ships have always been sold in all schools, e.g., you will find Industrial Command Ships (Orca), Capital Industrial Ships (Rorqual), Exhumers (e.g., Hulk) and Mining Barge (e.g. Covetor) in all schools. Therefore the ORE Industrial skill will be sold everywhere.

The patch note regarding Conflagration ammunition was incorrect. The note initially read 'Conflagration has had its tracking speed penalty removed and its damage boosted.' After double checking with Game Design we can clarify that the note should read,'Conflagration has had its tracking speed penalty reduced and its damage boosted.
This change has now been highlighted in green text in the patch notes.

Otherwise CCP renders Corp Insurance useless with this change!
Private contracts for corp-insured ships should not void insurance I believe so hopefully that isn't a problem.
