For the tempest which tank is better for small grop pvp armor or shield and what is better an active tank or buffer?

It's generally a bad idea to active tank a ship in PVP if it doesn't have an explicit bonus to active tanking. And even then, sometimes you're better off with a buffer fit.

The tempest had 5 Mids which allows you to run 2x capacitor boosters (Large + med). No gun cap synergises well with this as it allows you use 1x cap 800 then activate 2 Large armor rep II's for the same ammount of cap it returns, effectively countering neuts. Then once you need to reload your heavy cap booster, you use your med cap booster to keep that 100% uptime on cap booster charges.
If your new to the game id always recommend buffer tanks, but if you have experience id say go active on the tempest and get a few +rep rigs. It has the grid to support this with some medium Nos, which mean in zero cap situations you can steal some energy in between cap-boost-charges to run active hardeners and tackle equipment.

The tempest really stands out as a nanoBS. Only the hyperion can come close to matching it for that role.

Now how useful is the NANO BS role? Its pretty nice for small gang work combining ok mobility + DPS + Curse-like neuting. Works better in 0.0 obviously. Depends on your play style if you'll care for it. If you want an armor tank ship there are other better BS you might as well train for. No real point in training purposely to be second-best.

The tempest is second best in most roles - but better than others while in that role. It cant out-tank a rep bonused BS, but it can out-last for example, a megathron (since it can maintain 100% dps without cap). Its also fast enough to maintain range on other BS that want to get close, and can bait plated megathrons because of this really easily.
It has enough utility to win fights based on that - nano'ing it is kinda pointless since its only good when its not being shot. Once you start getting shot things become a bit different. The tempest by default moves >1k/s with just a MWD fitted, you get 300-400m/s more for fitting a 'nano-tank' - but you sacrifice ALL your actual tanking ability.
nano-BS died years ago. Your sig radius just lights you up like a christmas tree when you have your MWD on, making you a much easier target. The tempest screams to be dual-repped, so please, dont try and 'nano' it. Every nano tmpest ive seen so far has sucked hard and struggles to beat 3-4 cruiser/BC sized ships - which the tempest normally specializes in killing. -------

The Tempest and Typhoon are basically heavy battlecruisers, not battleships. But the tempest can do a very credible job of it - imagine, mixed in with your Hurricanes, Drakes and Myrmidons - all toting shield buffers - you have your 10k volley damage tempest joining the party - keeps up, has as much buffer/regen, bigger dronebay and bigger guns. Just with worse (a lot worse) tracking.

This is true, but with snakes and overheated it is faster than some cruisers.
The nano pest is still viable, but it requires great skill to fly well as you absolutely have to keep your targets at range. Given the isk I would prefer a dual rep fleet pest for that role however.

I want to some more testing with my pest... have it shield buffered and all damage mods in the lows, and have 2 torps on it. Managed to beat a shield buffered brutix pretty easily without drones.
Got to do more testing

Im sure the High grade snakes + Zor + faction Nano + Speed gang mod + overheat makes that worth it for the 5 activations it lasts.
For the rest of the world without billions to spend and who actually like getting kills (rather than flying around a safe-house POS or 'ship spinning' in empire stations) will be sticking to a tank or EHP. -------

The tempest is not a battlship. If you use it as one you are doing it wrong.

The Tempest pilots are truly fearless, because they are not afraid death.
Tho flying in a gang you should fit it accordingly to the rest of the gang. My preferences is passive shield with schimitar support, or passive armor with RR.
And always fit atlest two Gyro's! Anything else is silly!
