Talk about something being "optional" is fairly irrelevant to the conversation. Any action one can do is "optional". I could go intentionally sit at a gate in a 8 billion isk ship, shoot the gate, and let the gate guns destroy it. That would be "optional", the real question is one of gameplay incentives.
Unlike most every other skill in the game, learning skills do not add any sand to your sandbox. They don't give you access to any new items, increase your damage, speed, or anything else. Since the incentives for learning skills reward you for training them as early as absolutely possible the burden of these skills is placed squarely on new players, and new players only.
I would much rather new players be training skills that directly add to their gameplay. So yes I think this branch should be removed.
The typical suggestion for how this would be done is to simply increase base attributes to the equivalent of 5/4 or 5/5 learning, remove the branch and refund the SP spend on that branch for immediate redistribution (using the system that already exists for that), or via a 100% training time increase until that amount of additional sp was acquired. Either method I would be fine with.
The OP's suggestion differs in that it retains the gradual increase in training rate. The OP's suggestion is superior to doing nothing at all, however I do not see the benefit of having new players train slower, so I prefer the more common suggestion I illustrated above.

I don't think that will be much of a problem, newbies already have a training bonus.

I agree with everything you said, but wanted to comment on your last part. I think the consideration of 'what would happen if a day 1 character would train as quickly as someone with 5/5', from these forums people have been saying that trial accounts appear to be being abused now by RMT traders, doing low level courier missions.
The RMT industry is bigger than EVE online and probably turns a higher profit (spread amongst lots of different countries of smaller companies), this is why CCP, Blizzard and every single other MMO can't just wipe them out with some magical new ban system or something, they have too much backing.
Fundamental changes, like allowing a 14/21 day trial being able to instead of (e.g.) being able to train 3m sp in that time, being able to train 8m makes a huge difference, it opens up the avenues of the types of abuse that could be done.
If you throw away my specific idea, look at the more fundamental approach of my system:
People start as if they have no learning skills, as a new character does now Over time, their training speeds up, making them learn faster and faster
This supports eve's skill system, i.e. passive rewards over time, but removes the unfun aspect of new players spending a week training new learning skills, whilst at the same time preventing the multiple levels of abuse that could follow, if a flat boost was given to every single eve character, because I can tell you that if they did do the more common suggestion right now, the first things I'd do is pause my training to turn my trade alt into a far better trade alt, and my third character into an additional cyno/starbase defence alt, something I'm not willing ot invest the month in total (for both) training right now.
