What happens when you find an afk guy and you bump him say 30 km off a roid or whatever they are digging and... he does nothing? Do you kill them after a while?

Not far wrong. I just let them rot outside of mining range, though occasionally a suicide ganker will use me as a guide for finding AFK miners and will strike them down. If the miner is genuinely AFK and just sits there out of mining range, I'll usually send them an EVEmail explaining what happened so they're not totally confused. Otherwise they have to scroll up the local chat to figure out why their ship stopped mining.

This question hasn't come up very often, but when it has, shares and mining permits are treated separately. However, I'll say this: If I see one of my investors mining and they haven't paid the fee, they're probably the last person I'm going to bump. Professional courtesy and all.

It seems like it was just yesterday that we launched the first round of our IPO, offering a hundred shares. At the time, I didn't know whether anyone was interested in investing in a miner-bumping business. All I knew was that I had a bumping ship and a dream. As it turns out, other people believed in that dream. A whole lot of people. Today, some 66 different investors have purchased shares in the New Order of Highsec, and we're only getting started.

They wanted to help bump because they believe it is an honorable and noble thing that you're doing and it would be a nice periodic distraction from their main activities when online. However, they wouldn't be able to absorb the complete loss of income from mission running or whatever else it is that they do normally for money, so they'd need some sort of way to make money while doing this. Is there a percentage cut they could take from every fee they secure for the order or some base hourly wage you'd be willing to pay them to enforce your code?
It would certainly take some of the stress off of your shoulders and assist the steady expansion of your empire to eventually encompass every high sec ice mining field in the universe.
If you don't have something like that in place, it could be beneficial to thinking about implementing one in the future. It could potentially bring dozens of new supporters seeking to assist you in enforcing the rule of law in every system the New Order controls. |

I'm getting questions like these more frequently now, so I'm going to need to do a proper write-up on it and put it on the blog.
I'll start with the question about a list of the miners who have paid--what we might call the Blue Pen list. The list exists as the set of characters that I have set to positive (+5) standings. I haven't made it public in the past partly because there have been threats of retaliation against them, but more because I'm afraid making it public might make people less willing to pay.
When it comes to people helping me bump, the danger that they'll bump people who have already paid is fairly small, especially as our territory expands, because they're only a fraction--some 40-odd miners. I've told bumpers that if someone claims to have already paid, to tell that miner to send me an EVEmail and I'll sort it out. So far we haven't had any issues. In the future, if we have a lot of bumpers and a lot of people complaining, I could make a public Blue Pen list on the website, but I haven't seen the need yet.
As far as payment for people who help bump, my policy has been that they can keep 100% of the mining fees that they extract. Of course, I have no way of controlling what other bumpers do, so I couldn't enforce any other policy. I think if someone is successful in bumping people and getting payments, they're entitled to keep the payments and I support them 100%. I don't see it as a loss to me at all, because if I'm not there, those people aren't getting bumped and aren't paying me anyway. Also, by creating an atmosphere of bumping and Code-obeying, it makes other people more likely to pay in the future.
If such bumpers really want to help support the New Order, they can send me stories/chatlogs/screenshots of their bumping exploits so I can share with others.
