If I am currently able to fly Gallente ships somewhat well, what sort of skills (other than the correct Spaceship Command and Weapons skills) would I need to fly Amarr ships too?

Lasers? I'd say start with arbitrator/pilgrim/curse since you can use your drone skills. Train for lasers and upgrade your support skills in the meanwhile.

Well I assume you have armor tanking skills.A must are capacitator skills, good skills with TDs are helpful also if you plan to use the Arbitrator line.

you dont even need to fly amarr ships, a Domi will do more than ok for most missions, because a majority of amarr NPC pirates use Tracking disrutpion, so your drones will be perfectly fine. the only thing you would have to worry about is NOS/Neuting and thats it. and don't forget to bookmark a wreak in each room so you can come back and salvage since thats where the real money is. your setup looks decent - controlled burst would be good but you are prolly already looking at that for rails .. - multitasking would be an easy add - check the unlocks on the t2 components you want to use.
ie the ability to use scorch crystals assuming you're going for a pulse boat misc stuff to increase gun range is good as well.
