So I was looking at battleclinic and noticed that a person has lost 3 chimera's in 2 different high sec systems. One being a 1.0 and one being a .9 sec stat. Now everything that I have ever read has said that anything above a battleship and it's t2 variant are not allowed in high sec. Minus like 3 exceptions that I have seen with dreads. But has CCP changed the ruling on some cap ships in high sec or what's the deal here?

They did a few years ago, cyno's were changed to low sec only and hi-sec stations could no longer preduce capitals.
If you wanted to move your ship you had to light a cyno in lo-sec and jump it there. some people left there caps in hi-sec, but they can not leave the system.
There are very few left.

If the player is called "Slave xxxx" or something like that, they could be the carriers from the live events.

we just shot a carrier in ashab... it was part of the sancha invasion. I think they appear on the killboards as well.

Forgot about that, the Sansha events are lead by Devs in fail fit carriers that produce killmails when they explode.
