It doesn't work for me and so i went back to 10.7 which is still working. I forgot to mention that I use the AGP drivers. Maybe PCI isn't borked. I'll give 10.9 another try.

Hello all.
I have some problem vs ati and 2 monitors... Answer from AMD support:
"Response and Service Request History:
5770; xp; primary display (1920x1200 DVI) secondary display (1920x1080 HDMI).
Regarding the issue of "While I`m playing game (EvE Online) in window mode, usualy I have 2 or 3 windows, and I move one of EvE window to extended desktop - fps in game drop really low."
That is correct, this would be a windows controlled option where the secondary monitor will rely on the system to provide the resources, but the primary monitor will have the priority.
Regarding the issue of " In stretch mode fps is normal in both windows. But I can`t use stretch mode normal, because I have different resolution on my monitors. In stretch mode my primary display work only 1920x1080 and i should do scale options. So, how can I make normal performance in extended mode?"
This is not a video card but a game related issue, please contact the game manufacturer for assistance.
NOTE: you have a huge difference in the resolutions. To stretch across the two screens would mean you will have the lower monitor's resolution extended across the two screens, some monitors will not allow you to use that."
So...

I uninstalled 10.8, ran Guru3D's DriverCleaner (with lots of reboots inbetween and after). Then, after installing 10.7 (freshly redownloaded) and rebooting: Everything works fine again.
Clearly a 10.8 driver issue.

Does everyone here who have this problem run multiple monitors with their ATI cards? Because for me, the problem only appears when both monitors are enabled.
Petition filed under "Technical support / Graphic problem", I suggest you all do the same.
AMD Technical Support should be notified here: http://emailcustomercare.amd.com/
Also AMD Catalyst Crew feedback form should be filled out: http://www.amdsurveys.com/se.ashx?s=5A1E27D27E29B0E3
I too have submitted petitions to both links. No response yet; however, I will report back if I hear something. I also inclouded a link to this thread in the petition

Occasionally EVE would crash to desktop with ATI card when running three clients.
Was deciding on which branch I would go for my new card.. ATI or NVIDIA. These issues made it simple. Went and bought myself an nvidia instead for my upgrade option. ATI has always had a bit less mature drivers.

I'm seeing this happen with ATI Catalyst 10.3, ATI Radeon HD 4670 card, dual monitor setup. Eve client becomes ultra lagged when moved to the secondary monitor since upgrading to Tyrannis 1.05.
I've also noticed my graphics card is running hotter since 1.05. It looks like I'm getting at least 5, sometimes 10 degrees C more heat on the GPU temperature monitor than I would in the past with a given number of eve clients running / resolution. This is irrespective of whether the Eve clients are on the primary or secondary monitor. Maybe this is just a statistical anomaly, but I thought I'd mention this, in case the 1.05 changes are using up considerably more GPU cycles or what have you.

Try disabling effects under graphical settings. It's done the job as a workaround for occasional graphical glitching with remote effects on my Radeon HD 4670.
