Realistically, if concord and the pirate factions were added in as FW entities, several things would happen. First of all, tons of people would join to test out the new feature but longer term most would leave or stay only for some carebearing options. It wouldn't necessarily drop the price of pirate faction ships however. A navy faction frig hovers around 30M isk in value on contracts, they cost 10k FW LP + 2M isk to make (or tags). Assuming guys running blood raider FW missions expect the same return per mission, they would be charged 20k LP +2M isk (or tags) to make their pirate faction frig. A dramiel currently costs around 60M isk so it wouldn't alter that price any. Of course it could be adjusted upwards to make it 25k-30k LP but that might be a bit high.
It is also worth noting that members of the pirate factions would be banned from all of high sec regardless of sec status. The reason is they are enemies of the empires. The result is really only the hardcore low sec dwellers would even stick around the pirate faction for more than a few days, just because of standings issues.
Once things settled down, I can see some actual pirate corps joining the local pirate faction. But most would remain neutral to keep their options open (more targets that way). I really don't see many people actually joining pirate militias, they would consist of carebearing alts and the really hardcore RP'ers and low sec dwellers.
Incidentally this is how the current FW is. You have carebear alts who ***** the missions for cheap faction ships and then you have the guys who are out there anyways so they just join the local militia for a laugh. And of course the RP'ers, they can be funny. I sometimes pretend to be an RP'er but I'm really not. Thus far you shall read, but no further; for this is my sig. |

Negative 10 people are only interested in shooting fish in a barrel. And all of "solo" "good fights" where its only them, their covops alt, their falcon alt and their logi alt vs. some poor ******* who doesn't know what 1v1 is really about.
Those of pirates who somehow don't manage to loot enough isk of other players cold dead hands, simply have a highsec invention or mission running alt. So they don't need black markets and such nonsense.
Furthermore, I find these repeated wishes for a low sec content patch that would boost pirates even more completely laughable. You already have every single advantage you could wish for. All the juicy carebear attracting L4Q20 and L5 agents showing on map, gateguns that can be tanked in anything more substantial than a rifter, scanning people out in missions or exploration sites in 20-30 seconds, joy of smartbombing in front of gate and just watching pods squish, HICs that make stabs, blockade runners and fast aligning ships obsolete (when sensor booster enough).
Giving any more help or boost to "criminal element" will simply make lowsec even emptier than it is today.

I think you will find that the Invasion expansion is the sleeper rats or the Ai from sleepers filtering into mission and belt/plex npc's (just a guess since its supposed to be a PvE expansion).

This could be a very good expansion, you want to revitalize low sec and faction warfare ? Le me explain how i would do it . Right now in faction warfare you already have systems to conquer , enter plex to flip sovereignty , but no one give a flying **** about it in the militia, and why should they , theres absolutely no consequences. Now make it so that when enough systems are conquered by an enemy milita or why not a new pirate faction militia, the security level of some high sec systems temporary(with countdown warnings) drop to low sec, cutting some regions from each others (like rens going 0.4or lower ) Now that could give incentive to get into miltia, you could still mission and mine in high sec, but travelling in empire and going to your favorite tradehubs would become much more problematic.I also disband concord and replace it by faction polices npcs of similar strengh that shoot pirates and enemy militias on sight . The pirates should not be able to trade nor enter in high sec anymore , in exchange of course pirates would get some privileges like that sloop gate tackling ship, special rigs to tune their ships, faction stuff etc... I would remove jetison as well and any way to bypass the system, like sharing cans or such , and introduce the investigator and black market skills, each time a character sell something to a pirate, trade to him or just put some stuff for sale in a low sec and if that stuff is bought by a pirate, a crime file info is generated in the system . If a character in the militia/police faction with the investigator skills scan/probe/new minigame and find the criminal file , he can fine(an hefty fine and some % int he pocket of the investigator) the trader , isk is automatically deducted from the trader (not he pirate)account after one day if the cop guy has not been podded before. The black market skills prevent the file to be so easily found and extend the delay to pod the "cop" .

CCPs problem, is that the developers are doing their best to make the game that they play better, but the management, marketting, and finance guys who command them mostly don't play the game. Thats why we get stupid decisions about new content instead of fixing old, expanisions that introduce bugs rather than fix them etc.
So, please, Hilmar, fire a few people and hire Tobias. Sure, he's only putting together ideas that were already out there, and he's tying them together with marketting spiel... but... HE'S JUST DONE IT ABOUT 1000 TIMES BETTER THAN ANYONE AT YOUR COMPANY HAS EVER MANAGED.
And he did it for free.
This guy has demonstrated he has the capacity to listen to everything that the player base really wants, and to offer it to them. He has also had the genius idea of fixing broken and unfinished content (like faction warfare, and bounty hunting) and CALLING it a new feature rather than a fix.
So wake up CCP. You can just CALL your fixes "new features" and then you can pretend like you're adding new stuff when you're actually doing what the people who play the game want.

I think he and everyone else already knows this. I'm sure this topic was more of a wish list because we all know CCP will never do anything on purpose that would make care bears cry.

Would be amazing. Especially the effect of seperating highsec by zones of lowsec. That alone would make the game economy far more dynamic as regions became more independent in their pricings, and would turn blockade running into a legit and lucrative profession. Way, way more exciting than running missions. The most fun I have in this game is dodging people in lowsec, would love to make a profession of it.

OP, you cannot hope to outmatch CCP. You are nothing compared to them. There is no doubt they have considered and discounted each and every one of your ideas long before you posted them. You, cannot hope to match the omnicognizance of CCP. The reasons for what they do may seem unclear to you, but this is because you are a lesser being, and not worthy of understanding. After listening to vent in various corps over the years I can attest that is probably a good assumption. They might not be raging in local but I certainly have to turn down the volume at times when some nub gets his alt hauler ganked that was full of fighters or some other shiny stuff. Oh the huge manatee..
