You might missed the penalty of the cloak to speed that is applied first.

It is being applied... It is just not a huge speed boost.
if your base speed is 100m/s then rank 1 is 125m/s rank 2 is like 140 or something... It is not a big boost and you do not get massive speeds from it. ------- "Because the Dominix is the Chuck Norris of Eve!" |

when using the prototype cloak I you will actually go slower penalty is -37.5% normal penalty is -90%
now when you fit the improved cloaking device II wich has a base speed penalty of 75% and you got black ops V you will go faster cloaked it will be +56.25%.
Don't ask me about the maths behind this cause I can't be arsed to figure it out currently but the point is it modifies the speed penalty on a cloak and it seems that the t1 cloak will drop your speed while t2 gives you more speed.

As an example, a clean redeemer with a standard t2 cloak and all lvl5 (except BO) skills goes:
BO1: 46 m/s BO2: 91 m/s BO3: 137 m/s cloak inactive: 146 m/s BO4: 183 m/s BO5: 229 m/s
The bonus is still worthless, just not broken. If it went 500+ m/s while cloaked with no speed mod while cloaked then it would be cool and useful, but it doesn't. Thus far you shall read, but no further; for this is my sig. |

I'd think it would be quite useful for aligning faster and avoiding gate camps. Sort of like a cloak+MWD trick on steroids. Without the MWD.
...but what do I know?

It's useful on the Panther for sure, but thats because of the natural speed bonus it gets too.
I go 392m/s with just a Dread Gurista's cloak (15m), no other speed mods or rigs.
It is also the greatest ship for bumping things off stations or out of pos's. When you pulse a MWD, I can get it going to about 2800m/s (obviously you never quite hit this speed, as the MWD can only cycle once while cloaked). If you start 30km away, decloak, cycle the MWD once, then just as it cycles again, cloak, you can bump a carrier over 5km in one hit, and cloak again before they can target you. (****es friendlies off when they find that out while messing around)
EFT whoring, you can officer cloak + snakes + other BS and get it going over 4400m/s cloaked.

The bonus is very useful, it means the BO will be able to instantly warp when it drops cloak.
If a BS went 500+ m/s cloaked, THAT would be broken.

No it wouldn't. There is no plausible scenario in which a black ops needs to move quickly while cloaked, so it doesn't matter whether the black ops moves 150m/s, 500m/s, or 5000m/s.
Either black ops need to get covert ops cloaks, or they need to trade the useless cloak bonus for something that isn't a complete waste. -----------
