While this seems to be typed in Swahili and then got translated into English using Google translator, it's quite obvious that you have to be 13 at least and need parent approval in that case.
I fracking hope that @ age 13 people are able to do basic arithmetics ffs, and in the case of < 13yo, maybe ask mum or dad to explain if too hard
On a side note, if you fail to make the needed calculations, you are better off not starting a war ...
One might be required to be 13 to establish an account on their own. It doesn't mean a child can't use the parent's.
Besides....how many children on the internet claim to be over 18?
