I have just lost a bomber to a russian drag bubble littered with cans/drones/stuff to decloak me. I asked around in alliance chan and a guy told me that using cans in conjunction with drag bubbles is considered a exploit and can be petitioned to CCP. It sounds rather suspect to me, so I figure I'd ask people here.
The camp I faced had two bubbles covering the gates and celestials as warp in points. So how would you get through such a camp when you don't have suitable bookmarks around it?

Warp to 100km while cloaked, and burn back to 150-175km mark. Take your time and do a long orbit, wait for your opportunity to warp to 0. Look for a gap in their coverage, top, bottom, behind. Wait for them to tackle some poor soul who jumped into their camp, and slip past in the chaos.
Just take your time and don't be in a hurry.

Doesn't quite work like that. If the bubbles are inline from celestials they will drag you in regardless of your warp to X command.
Getting around the bubbles depends entrierly on the layout of the solar system. If there is a planet close to the bubbled gate, you might gain sufficent angle to avoid the bubble by warping your cloaked ship to a moon. Alternatively, depending on the layout of the system, bouncing off the sun might be a viable option.
As to the question of decloaking objects...really depends on the type and amount. If there are 40 jettison cans in each bubble it's deemed an exploit as it generates lag. If it's just a few ammo cans or cans from destroyed ships that have been salvaged but not totally looted...well CCP can't enforce people cleaning up after themselves.

If there's a bubble before/behind the out gate, aligned with the in gate, you need to warp in at an angle. Bouncing off a planet that's not in line (or a bookmark you dropped part way between two other celestials) will generally do the trick. Look at your solar system map to pick your approach.
Less common but more dangerous is an interdictor sitting right on the gate with a bubble up covering the gate. Whatever angle you warp from, you're going to end up about 20km short and they'll have a chance to scram/web/kill you. You can make a dash for the gate with overheated MWD/AB and try your luck, or back off.
If you somehow end up in a interdictor bubble at a gate, try to warp -- the client will refuse (so it won't delay you burning to a gate) but it gives the bubbler an aggression timer so he can't jump through a gate with you to bubble the other side.
NB: When scanning a gate before approaching, to do it right you need to turn off "use active overview settings" because the warp disrupt probe that Sabre launched 30 seconds ago (before perhaps cloaking) can't be put on overview.
As for decloaking cans... A few cans is an intended use of game mechanics, no problem. Enough cans to cause lag is an out of game exploit, naughty, GMs no like.

make some bm's off grid and say one off the gate by 300km up down left or right, take ya pick.
I have escaped some epic gate camps by warping to moons and belts near the target then warping to the gate. Go ahead and clap. Mediocrity deserves applause. Why don't we go find Pandemic Legion and clap around them! |

This. Making good bookmarks in areas you travel/ roam is never a waste of time. Failing that ask a corp scout for a copy of his/ her BM's. Offering to pay a corp m8 to make you some BM's is also an option (albeit a poor reflection on you corp m8 if they do charge you).
In those systems where people have used multiple bubbles to cover celestial warpins, take the time to make unaligned safe spots to try and get a good angle.
If this won't work either, just go around or gather a few friends and gank the campers
